This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14. You will serve as a Supervisory Administrative/Technical Specialist in the Electro-Optic Maritime Product Support Branch (Code JXQV) within the Special Warfare & Expeditionary Systems Department, Electro-Optic Technology Division of the Naval Surface Warfare Center Crane Division.

Duties

You will provide full life-cycle logistics, product support, program management, and acquisition/contract oversight and support for Electro-Optic/Infrared (EO/IR) products within the Maritime Domain of the Electro-Optic Technology Division. You will provide administrative, technical, logistical, financial, and/or business related services. You will provide the full range of supervisory oversight (administrative and technical) for a medium to large size workforce. You will be responsible for the development of the workforce, effective execution of workload consistent with organizational initiatives and objectives, and for providing outstanding support and service to assigned customers. You will plan, distribute, coordinate, and monitor work assignments of subordinates; evaluate work performance and provide feedback on performance; and ensure employees are treated in a fair and equitable manner. You will approve leave; recommend discipline, awards, promotions and other personnel actions; resolve employee complaints; and investigate conduct and/or performance problems including those where disciplinary action may be proposed. You will further organizational and agency programs and initiatives by coordinating and integrating work that involves distinct areas of responsibility and that requires varying skills, knowledge, and abilities to execute the mission. You will encourage and enable subordinate employees to develop leadership and management skills and experience by seeking their input before making key decisions. You will formulate objectives and priorities and implement plans consistent with long-term interests of the organization in a global environment. You will develop and implement long and short term planning for required funding, human resources, facilities and equipment. You will develop and implement the organization's project and programmatic policies and procedures, and determine criteria for assessing effectiveness. You will provide information and advice to higher level managers when the work of the Branch impacts other groups.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-4 pay band (GS-11 and GS-12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing or leading Integrated Logistics Support (ILS) planning or coordination of program requirements for DoD systems life cycles.
