You will serve as a PROGRAM ANALYST (CRITICAL INFRASTRUCTURE PROTECTION CONTINUITY OF OPERATIONS) in the Operations and Training Department, Protection Division of MARINE CORPS RECRUIT DEPOT.

Duties

You will develop mission essential tasks which identify lists necessary for the installation to accomplish its assigned mission. You will coordinate with civilian agencies to develop plans for protecting assets not owned by the installation necessary for mission accomplishment. You will conduct technical analysis of higher headquarter draft policies and strategies required to execute the protection program. You will develop Risk Decision Packages for Commanding General approval and submission up the chain of command. You will establish partnerships through collaboration, coordination, and communication between all asset stakeholders and local, state, and federal agencies. You will develop and provide input to support agreements with local emergency services, specifically addressing COOP-related support agreements. You will provide subject matter expertise and policy recommendations regarding infrastructure protection program execution in order to protect personnel, infrastructure, and assets.

• You will be required to obtain and maintain a current valid United States driver’s license.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time
• You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
• This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
• You will be required to obtain Antiterrorism Level II certification and a service-level MA course certification within one year of employment.
• This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector: Managing a Critical Infrastructure Protection program by identifying tasks necessary for an organization to accomplish its assigned mission; identifying infrastructure assets critical to the execution of assigned tasks, capabilities, and core functions; developing plans to protect critical infrastructure assets necessary for mission accomplishment; leading operational planning teams to develop a comprehensive Continuity of Operations plan which enables an organization to continue its primary missions in the wake of a large-scale emergency.
