Duties

This position is a mission critical occupation for HRSA.This position is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives. As a Legislative Analyst, you serve as Senior Advisor and the technical expert in the development of HRSA legislation and legislative policy activities. Your major duties and responsibilities include: Reviewing and analyzing pending legislation and regulations. Consulting with program staff of HRSA to act and assume full accountability for developing and revising policies and procedures. Developing recommendations to resolve problems affecting existing policies of the concerned programs. Assuming responsibility for development and implementation of special projects. Providing advice to lower level legislative analysts in resolving difficult or unusual problems. Providing technical assistance to HRSA staff in preparation of legislative proposals and reports to Congress. Representing the Office in negotiations and discussions with other offices in HRSA and other organizations. Requirements

  • U. S. Citizenship is required.
  • HRSA Federal applicants must submit an SF-50 to show status and time-in-grade. Must meet Time-in-Grade by the closing date of this announcement.
  • Males ages 18 through 25 must be registered with the Selective Service.
  • PHS Commissioned Corps applicants must submit current personnel orders.
  • A one year probationary period may be required.
  • Employment is subject to the successful completion of the pre-appointment process (i.e., background investigation, verification of qualifications and job requirements, completion of onboarding forms, submission of required documents, etc.)

ALL QUALIFICATION REQUIREMENTS MUST BE MET BY THE CLOSING DATE 10/13/2023. In order to qualify for this position at the GS-14 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service. MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. Examples of the minimum qualifying specialized experience equal to the GS-13 level include the following types of tasks performed on a regular and recurring basis: Analyzing current, new, and proposed legislative and regulatory policy; AND Providing expert level technical assistance and consultation regarding complex legislative policies and impact of policies on the organization. Experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. Applicants whose resumes clearly demonstrate the required minimum qualifying specialized experience will be evaluated based on the occupational assessment competencies listed below. A COMPETENCY is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions. LEGISLATIVE PROCESS AND POLICY - Understands the legislative process and how it impacts the missions of the Department, the Agency and one's own organization. RESEARCH AND EVALUATION - Knowledge of the principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results. TECHNICAL WRITING - Prepares written documentation to transfer technical information about concepts, situations, products, services, or results to audiences with varying levels of technical knowledge. INFLUENCE AND NEGOTIATION - Uses persuasion to gain the support and cooperation from stakeholders, superiors, colleagues, subordinates and other parties to achieve a desired course of action consistent with the organizations strategic goals and objectives.
