This position is located in the Office of Finance and Management, All of Us Research Program, within the NIH Office of the Director. The incumbent of this position serves as a senior IT Specialist within the OF&M, with responsibility for providing leadership, direction, and oversight to other staff in delivering IT support services to the All of Us Research Program.
Duties
Lead the team in: identifying, distributing, and balancing workload and tasks among employees in accordance with established workflow, skill level and/or occupational specialization; making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; and, ensuring that each employee has an integral role in developing the final team product;
Analyzes, designs, develops, customizes, and implements a wide range of complex hardware and software to support large-scale LAN/WAN systems including protocols, management systems, communications controllers, bridges, routers, and other network devices that support extensive operations.
Conducts long-range planning and analysis of LAN system needs for growth and expansion. Provides technical advice to senior management concerning LAN management issues.
Performs feasibility studies to develop the appropriate information systems. Reviews proposals for change. Analyzes data and compares alternatives based on factors such as cost, time, and necessity. Recommends changes.
Oversees the design, development, implementation, and administration of IT systems that meet the current and future business requirements of the All of Us Research Program.
Serves as the project manager for cross-functional non-awardee IT projects, collaborating directly with Program stakeholders and project sponsors to ensure that project execution meets stakeholder needs.
Leads the All of Us information technology infrastructure library (ITIL) framework.
Maintain program and administrative reference materials, project files and relevant background documents and make available policies, procedures, and written instructions from the supervisor, maintain current knowledge to answer questions from team members on procedures, policies, directives, etc.

Qualifications
In order to qualify for the IT Specialist, GS-2210-14 position, you must have IT related experience demonstrated by paid or unpaid experience obtained in either the private or public sector, and/or completion of specific, intensive training that demonstrates that you possess each of the following four competencies:
Attention to Detail - Is thorough when performing work and conscientious about attending to detail;
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services;
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

You must demonstrate in your resume that you have at least one (1) year of qualifying specialized experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, typically gained in the IT field or through performing IT related tasks such as: performing technical analysis to diagnose and resolve IT configuration or integration issues and identify problematic trends and patterns; developing customer support policies and/or procedures, and standards for use in providing IT customer support; leading a team in IT systems development projects from design to support including: planning and scheduling development, estimating resource requirements, defining milestones and deliverables, and defining post-implementation support requirements; AND evaluating specifications and features of new products, performing product comparisons,
