The position is assigned to the Business Office of Sheridan VA Health Care System and performs a broad range of administrative duties to support Patient Benefits, registration, and intake activities within the medical center. The position supports the business unit that administers health and related benefits within an integrated system of VA health care resources and health care access points. The incumbent assists in other areas such as data input and financial technician functions.

Duties

Major duties include, but are not limited to: Serves as Veteran's initial contact within the Medical Center. Performs work with administrative processes, health benefits eligibility determinations, and all aspects of the health benefits package. Performs technical activities involved with screening, processing, and assisting Veterans, non-Veterans, and beneficiaries seeking medical treatment benefits. Reviews and processes healthcare eligibility in conjunction with Department of Defense (DoD) Sharing Agreements. References multiple sources, such as Health Eligibility Center (HEC), Hospital Inquiry (HINQ) VIS, and/or military discharge papers to assign priority group to the Veteran. Collaborates with the facility Primary Care Management Module (PCMM) Coordinator managing the New Enrollment Appointment Request (NEAR) list. Monitors enrolled patient database information to perform updates to health insurance, income assessment, and other data for programs. Generates, processes, and tracks Veteran photo identification cards utilizing the Veteran Identification Card (VIC) national electronic system. Disseminates information, in person, such as providing information about programs, benefits, and/or requirements of these programs. Assists Medical Support Assistant staff with loading VA Registry exam requests and traveling Veterans into database upon check in. Provides a greater degree of understanding of VA benefits offered through outreach. Collaborates with clinical staff and other stakeholders upon registration to facilitate support treatment for special eligibilities (presumed psychosis, emergency/humanitarian care). Prepares and provides military information forms to the funeral home and/or representative for decedent affairs. Splits duties with medical center Agent Cashier to maintain integrity of patient funds program. Reviews data and information for all incomplete means tests, completed means tests, impact, upcoming appointments without enrollment, pre-registration audits, and inconsistency or error reports. Works with Veterans Health Information Systems Technology Architecture (VISTA) enrollment software. Preferred Experience: Customer Service(Clerical/Technical), Analysis and Problem solving skills, Ability to properly manage and organize information. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/15/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position you must have served 52 weeks at the GS-4. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience for GS-5: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Explaining health information to veterans; performing identification, verification, and data entry of insurance-related information; completing necessary paperwork and entering data in computer system; monitoring the progress of reports; following up on deadlines; sharing information and collaborating with the medical team in order to ensure continuity of care; reviewing and processing new and recurring applications for medical care. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 4 years above high school. OR, Combination: Applicants may also combine education and experience to qualify at this level. Only education in excess of the first 60 semester hours (i.e. beyond the second year) is creditable toward meeting the specialized requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. Specialized Experience GS-06: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Explaining health information to veterans; performing identification, verification, and data entry of insurance-related information; completing necessary paperwork and entering data in computer system; monitoring the progress of reports; following up on deadlines; sharing information and collaborating with the medical team in order to ensure continuity of care; reviewing and processing new and recurring applications for medical care; explaining departmental policies, rules, and regulations; updating leadership on operational processes or special issues related to enrollment and eligibility processes. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment on their resume. You will be rated on the following Competencies for this position: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
