Duties

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11. At the GS-09 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.
Administrative Management:
Directs the administrative management activities of the service by interpreting administrative policies, developing and implementing local policies, defining administrative requirements, and/or providing advice to management on related issues;
Serves as the principal advisor on all administrative management matters associated with the Dental Service;
Participates in strategic planning, program management, and program evaluation and ensures that the clinical and administrative functions are integrated in order to provide optimum utilization of resources;
Formulates policies and operating procedures, ensuring compliance with VA regulations along with the standards and requirements of various internal and external review bodies;
Prepares and coordinates the presentation of managerial, financial, and statistical reports;
Reviews credentialing and clinical privileges for all Dental Service staff and consultants;
Utilizes a full range of management skills and analytical techniques to address the immediate and future organization needs of the service;
Decides upon the best source of data, whether computer-generated or manually obtained;
Organizes and oversees access of care and other accountability mandates or initiatives;
Ensures consults and encounters are managed and processed according to national and local guidelines.
Personnel Administration and Management Work:
Serves as point of contact for recruitment/retention awards, compensation, promotions, position classification, performance, leave administration and training;
Coordinates with the Human Resources Management Service on all matters affecting employee personnel actions, including the recruitment of clinical and nonclinical personnel;
Serves as the EEO Coordinator for the service, ensuring that EEO policies and programs are supported fairly and uniformly administered within Dental Service;
Recommends appropriate staffing levels and types of positions needed to provide cost effective manpower utilization that is consistent with program objectives, quality health care, and sound position management;
Maintains and updates the service's organizational chart and personnel distribution list;
Participates in making final decisions or incentive awards and initiates counseling, disciplinary/adverse actions, or performance-based actions, as appropriate.
Budgeting/Financial Management Work:
Maintains the overall budgeting and financial management for the service, including budget formulation, presentation, and execution;
Provides expert advice to the chief of the dental service on budgetary and finance issues and maintains awareness of the information about the overall status of financial resources for the service;
Participates in budget hearings and defends the service's annual budget request based on past performance, program plans and workload forecasts;
Exercises fund control authority and establishes internal methods of control to ensure that funds are used according to the operation plan for the service.
Procurement/Contracting:
Manages procurement and contracting for the service, prepares procurement requests, evaluates proposals for work, serves as the Contract Officer's Representative (COR) for procurements, and/or maintains procurement and contracting records;
Initiates and prepares contracts for secure adequate resources to facilitate operations, determines appropriate costs, performs cost analysis, solicits bids, writes sole source justifications, and communicates with contractors;
Prepares and reviews purchase order for supplies and non-expendable property.
Customer Service:
Resolves customer questions/issues accurately and in a timely manner;
Listens to customer feedback, positive and/or negative, and acts to resolve matters/situations within his/her control.
Performs related duties as required.
Work Schedule: Monday through Friday, 8:00am - 4:30pm.

Qualifications
MINIMUM QUALIFICATIONS GS-09: One year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties of this position, and that is typically in or related to the position. To be creditable, specialized experience must have been equivalent to at least the GS-07 grade level in Federal service. Specialized experience includes: creating and updating databases and shared computer drives; compiling data to prepare reports; scheduling meetings; maintaining employee time and attendance records; submitting paperwork related to employee recruitment, promotion, reassignment, disciplinary action, etc.; and managing a supply purchasing budget. This experience must be detailed in your resume to receive credit. ~OR~
A master's degree, equivalent graduate degree, 2 full years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D. in a related field that demonstrates the ability to perform the duties of this position. One year of full-time graduate education is the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. Transcripts required. ~OR~

Physical Requirements: The work is mostly sedentary, although there is some walking, bending, and lifting. It is sometimes necessary to work at the computer for extended periods of time. The position requires the ability to concentrate with frequent interruptions. The work is performed primarily in an office setting but may require performance of work responsibilities in patient care areas.
