The primary purpose of this position is to serve as command headquarters level program analyst in support of the administration and execution of division functional management systems, databases and programs by providing planning, directing, organizing, and coordinating activities of employees assigned to the A3J Division.

Duties

Executes post-award contract performance management actions on assigned Division contracts. Plans, organizes, and directs the resourcing and contracting activities of Joint Integration and Personnel Recovery Division, ensuring that resource management complies with legal and regulatory requirements needs. Conducts analyses, reviews, and special studies of Division budget and/or related information. Serves as the HQ ACC Training manager for AFSPECWAR Forces within the HQ Air Combat Command (ACC), Directorate of Operations (A3), Joint Integration and Personnel Recovery Division (A3J).

Qualifications

The duties of this position meet all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,") In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Series 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of critical command plans and programs for participating in or conducting major operations such as mission and flight operations, tactical airlift, tactical training, rescue, deployment, mobilization, PPBS, acquisition, special operations, exercise, flying training systems both manned and unmanned, rescue, foreign military sales, contingency, or similar operations. Knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of the various command entities involved in overall planning and execution of operations and evaluations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for Tactical Air Control Party (TACP), Pararescue, Combat Search and Rescue (CSAR), and Base Defense Group mission areas along with an understanding of deployments, mobilization, exercise, Planning, Programming, and Budgeting System (PPBS), and contracting. 2. Knowledge of federal contracting and procurement regulations, procedures, and practices, as well as the DoD Planning, Programming, Budgeting and Execution process. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Can lead otherers in projects to negotiate effectively with management to accept and implement recommendations, where proposals differ. 3. Knowledge of Air Force and command program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations. 4. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as integration of air/ground expeditionary Close Air Support and TACP/ASOC capability across the Combat Air Force (CAF); Joint fires integration and special AF support to joint ground forces; Integration of all CAF air/ground-specific activities concerning operations, plans, programs and weapons systems development; ACC/CAF air/ground activities, service and joint doctrine, strategic plans, force structure, and combatant commander requirements in order to develop and integrate air/ground-specific and TACP ASOC CAF training and evaluations, and to direct applicable CAF programming activities. 5. Skill in designing and conducting comprehensive studies; and preparing solutions to especially broad, important, and severe military operational and contingency areas. 6. Skill in communicating, both orally and in writing, to provide seasoned consulting to operating managers and other specialists; lead team studies, negotiate complex, controversial issues; provide informational briefings to include options and recommendations to high level management; and establish and maintain effective and positive working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
