About the Position: The pay band NH-03 includes the General Schedule grade equivalent to GS-12/13. Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities.
Duties
Manages the publishing and printing of technical manuals covering the theory, operation, and maintenance of a variety of electronic equipment and/or systems.
Initiates and continually monitors publications projects, using state-of-the-art publications management system.
Provides policy and advice to commodity technical writers to guide them through the technical manual development and/or sustainment process.
Prepares technical publications for official Army publishing, editing final submissions to ensure they meet stringent Army standards.
Prepares all necessary paperwork and forwards the same, works with agency publishing experts to facilitate web posting and official printing and distribution to Army field users.
Continually update Statements of Work in Acquisition Requirements Package tool to ensure guidance remains current.
Exploits the latest high-level information technology such as Standard Generalized Markup Language (SGML), extensible Markup Language (XML), Portable Document Format (PDF) and word processing, to edit and manage electronic documents.
Controls the configuration management of assigned technical publications.
Manages the distribution and storage of Communications Electronics Command (CECOM) technical publications on the Product Data Management (PDM) system.
Responds to field inquiries and requests from other agencies for CECOM technical publications assistance.
CECOM's POC for PS Magazine, coordinates reviews of soldier letters, manuscripts and article proofs with commodity/project manager (PM) personnel and responds to PS Magazine in a timely manner.
Research FOIA requests for technical publications to determine releasability and availability.
Responds to field inquires and requests from other agencies for CECOM technical publications assistance.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- U.S. Citizenship is required. You will be required to provide proof of U.S. Citizenship.
- Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Life Cycle Logistics Practitioner certification within 60 months as of entrance on duty.
- One year trial/probationary period may be required.

Applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-02).

Specialized experience is defined as: 1) Interpreting publication regulatory guidance in order to provide policy and procedural guidance; 2) developing equipment publications to articulate technical information; AND 3) reviewing and editing equipment publications.
AND
Undergraduate and Graduate Education: Must have included a total of 15 semester hours in an appropriate scientific, technical, or social science field(s), and at least one course above the introductory level in the field(s) covered by the position. For technical manuals and specifications writers or editors, the equivalent of 15 semester hours may have been gained through vocational or educational training above the high school level at a public, private, or Armed Forces school. ***NOTE: TRANSCRIPTS ARE REQUIRED even if you are a current federal employee.***
OR
Specialized Experience (for positions above GS-5): Experience that required substantial subject-matter or technical knowledge of the field. This experience must have demonstrated the ability to acquire and present technical information through independent reading, interviews with subject-matter specialists, observation of tests and experiments, interpretation of blueprints or diagrams, or other appropriate methods. Such experience may have been acquired as a writer or editor of technical reports, articles, manuals, or specifications.
