This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position as Budget Analyst is located at XVIII ABN CORPS SENIOR CDR AUG Fort Liberty. Fort Liberty is known as the "Home of the Airborne and Special Operations Forces". Ft. Liberty is centrally located in the beautiful state of North Carolina.
Duties
Monitors and tracks commitments and obligations throughout the execution phase in the legacy accounting systems to the new GFEBS, GCSS-ARMY, and DTS.
Verifies that commitments and obligations occur on a timely basis in accordance with the monthly obligation plan.
Analyzes requests, weighs cost factors, giving consideration to reimbursements or transfers of funds and evaluates trends and projected anticipated reimbursements.
Ensures all costs balance with budget program accounts on a current and cumulative basis. Works with Funds Control and the Accounting Division to clear discrepancies.
Reviews, verifies, and analyzes data submitted for consistency with financial and program objectives, and adherence to instructions.

- Incumbent is required to obtain and maintain a Secret security clearance.
- This position has a Temporary Duty (TDY) or business travel requirement of 15 % of the time.
- This certification requirement is a condition of employment for this position. Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Specialized experience: One year of experience in: 1)budget formulation and execution; 2) experience developing, justifying, and presenting budget estimates to support goals; 3) experience preparing budget documents, summaries and reports;4) experience using automated financial accounting systems in the budgetary process (i.e. General Fund Enterprise Business System (GFEBS), Global Combat Support-Army (GCSS-A), Defense Travel System (DTS).This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree, if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
You will be evaluated on the basis of your level of competency in the following areas:
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
