This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command. It is in the Professional Work Category at the Full Performance Work Level within the CES Occupational Structure.

Duties

Monitors program status and provides status information to higher management as requested. Recommends strategies to ensure program resources are allocated efficiently and economically. Applies evaluative techniques to study efficiency and effectiveness of assigned program operations. Develops project plans, resource expenditures, and risk assessment data in order to assess the project's ability to meet stated and desired objectives from both a program and an agency-wide perspective. Reviews and analyzes all evaluations of contract deliverables prepared by task project offices. Conducts detailed analyses of complex program functions and work processes, such as developing cost benefit analyses. Provides program guidance and recommendations in order to increase effectiveness, efficiency, and/or economy of operations.

Qualifications

This recruitment provides promotion opportunity to target position without further competition when selectee is eligible and recommended by management. However promotion is not guaranteed and no promise of a promotion is implied. Management has the prerogative to select at any grade level. This announcement will be used to fill positions with an entry grade of GG-09, or GG-11 with a target grade of GG-12. The minimum salary for grade GG-09 is $58,049.00, the maximum salary is $75,461.00. The minimum salary for grade GG-11 is $70,234.00, the maximum salary is $91,301.00. The minimum salary for grade GG-12 is $84,181.00, the maximum salary is $109,436.00. In order to qualify for this position, you must meet the requirements described below. Qualifying Experience: To qualify at the GG-09, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Experience in planning, analyzing, and/or evaluating and performing analytical studies, surveys and projects. Qualifying Experience: To qualify at the GG-11, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Experience in planning, analyzing, and/or evaluating the effectiveness of internal and external customer program requirements and performing analytical studies, surveys and projects. Qualifying Experience: To qualify at the GG-12, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Experience in planning, analyzing, and/or evaluating the effectiveness of internal and external customer program requirements, and performing analytical studies, surveys and projects; Develop project plans, resource expenditures, and risk assessment data and provide program status information to higher management Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement.

Education

GG-9 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the qualifying experience requirement.If you are using education to substitute for the qualifying experience, you must submit transcripts at the time you apply.

GG-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the qualifying experience requirement. . If you are using education to substitute for the qualifying experience, you must submit transcripts at the time you apply.

There is no substitution of education for the
qualifying experienceat the GG-12 grade level.

To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the U.S. Department of Education .

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by the National Association of Credential Evaluation Services at the time of application.
