About the Position: As the Department of Defense's lead laboratory for the development of medical countermeasures against chemical, biochemical, and other acute non-kinetic battlefield injuries, the U.S. Army Medical Research Institute of Chemical Defense (USAMRICD) is increasingly called upon to provide expertise and consultative services related to medical chemical defense research and to the medical management of chemical casualties.

Duties

Provide oversight of the Chemical Incident or Mishap Response and Assistance (CIMRA) program, Chemical Personnel Reliability Program, Controlled Substance Program at a research facility. Plan and execute exercises of a Chemical Incident or Mishap Response and Assistance (CIMRA) program. Oversee the implementation of guidelines developed by higher commands concerning chemical surety and controlled substances. Provide technical expertise regarding policies and regulations, and operations, relating to chemical surety and controlled substances. Develop policies and procedures for the institute’s chemical surety and controlled substances programs. Serve as the Chemical Surety Officer managing daily chemical surety operations for the institute commander. Serve as the Chemical Surety point of contact for all inquiries regarding the Chemical Surety Program.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • One-year probationary period may be required.
  • Secret Security clearance is required.
  • 5% duty travel (TDY) required.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Qualifications for the GS-13 Grade level: Specialized Experience: One year of specialized experience which includes work that involves: (1) implementing chemical surety guidance, regulations, policies, and/or standard operating procedures at a research facility; (2) Executing exercises of a chemical incident or mishap response and assistance program in accordance with regulations; (3) Administering a controlled substance personnel reliability program to include enrollment, staffing packet approval, and periodic reviews. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
