This position is located in Slice Operations and Management (PGL) organization of Generation Asset Management (PG), Power Services (P), Bonneville Power Administration (BPA). A successful candidate in the Supervisory Public Utilities Specialist position will serve as a the supervisor of the Slice Operations and Management (PGL) organization.

Duties

As a Supervisory Public Utilites Specialist, you will: Supervisory Authority: Exercises delegated supervisory authorities and responsibilities, directing, coordinating, and overseeing the work and providing similar oversight of contractors when appropriate. The staff directed includes Federal administrative employees in grades GS-7 through GS-14. Deals with human resources management policy matters affecting the entire organization, with personnel actions affecting key employees, and with other staffing actions having significant impacts. Managerial Authority: Serves as the Slice Product Manager and a member of the Generation Asset Management team with responsibility for developing, implementing, and evaluating all programs and policies associated with the organization's long- and short-range strategic goals in support of the overall BPA mission. Makes major recommendations and decisions which have a direct and substantial effect on the organization and program elements managed. Is a key policy formulator and decision-maker for long- and short- range strategic planning associated with Slice Product processes, policy and rates analysis, and rate design in support of the overall BPA mission. With respect to the organization and program elements managed, determines and allocates necessary organizational resources, including staff and funds, and is solely responsible within the organization for their effective and efficient utilization in support of organizational and functional responsibilities. Representational Responsibilities: Represents PGL, PG, P and/or the BPA in direct working relationships with Power Services and other BPA executives, managers and staff; Power and Transmission Account Executives; officials of other Federal agencies such as the Army Corp of Engineers; publicly and privately-owned utilities; manufacturers and providers of goods and services used by BPA; professional groups and organizations; and appropriate regulatory organizations that require decisions and actions to be taken in overall conformance with BPA policy direction.

  • This position does not support remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.
  • First time supervisors will be required to serve a 1-year probationary period.
  • Selectee will be required to complete the Office of Government Ethics Standard of Confidential Financial Disclosure Report (OFGE450e) within 30 days of employment and annually.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [enter grade] in the Federal service. Specialized experience for this position is defined as: Leading a project or team or serving as a technical expert in 1) planning and managing programs, systems or work processes necessary to perform the critical mission and support activities required of the organization; 2) managing resources to support the organization's strategic business objectives; and 3) partnering with internal and external stakeholders to design, implement, and evaluate new approaches to reduce energy consumption and demand. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.
