Duties
Reviews and analyzes monthly production reports and cycle update results to ensure systems continuity.
Performs analysis of and studies regarding military pay financial status reports, and researches problems, defines the cause and effect to recommend a variety of resolution approaches for solutions.
Develops statistical data which defines the problem and identifies the proper reporting requirement to include necessary system changes, policy, and procedure interpretations.
Provides advice and assistance to other DMP staff offices and field personnel in methods for maintaining and reporting proper data flow.
Prepares impact assessment and cost benefit analysis regarding systems changes.
Reviews systems change proposals to determines applicability and recommends the best course of action based on compliance with regulation, soundness, feasibility and impact.
Participates in the examination of DJMS internal controls and evaluates their adequacy and effectiveness by reviewing governing directives, transactional data, actual results to expected results and documents the findings.

Qualifications
GS-11: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: performing financial systems analysis in support of finance mission; applying knowledge of financial management principles as they relate to automated systems processing and military payroll operations; and researching military payroll directives and regulations to assess their impact on current and planned operations.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-09 or higher grade in Federal Service.
Education
GS-11: Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements.
