You will serve as a Management & Program Analyst, located in the Naval Shipyard Support Office (NSSO), Code 1500, Headquarters Support Division, Code 1520, Workload Programming, Budgeting, & Financial Execution Group, Code 1522, Washington Navy Yard, D.C.
Duties
You will oversees business, programmatic and budgetary responsibilities supporting Naval Sea Systems Command (NAVSEA) and the public Navy Shipyards.
You will serve as the subject matter expert and is a recognized authority on Naval Shipyard operations and programmatic requirements.
You will provide extensive independent programmatic assessments and judgments concerning the operating parameters of the Naval Shipyards and all business elements related to the completion of the Naval Shipyard assigned workload.
You will serve as a Senior Analyst providing leadership to diverse teams supporting NAVSEA programs and operations and ensure the organizations strategic plan, mission, vision, and values are communicated and integrated with the teams' goals.
You will review and comment on correspondence and program actions that impact on all management aspects of the naval shipyard as they relate to
performance.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Applying qualitative and quantitative analysis to assess Shipyard workload labor and non-labor requirements as well as, historical performance to develop optimal operating parameters in support of Naval Shipyard and Fleet Commanders planning, programming, budgeting & execution (PPB&E) submission.
Reviewing, analyzing and validating requirements identified by the naval shipyards necessary to execute assigned workloads.
Serving as senior resource for info concerning improvements, problems, performance, corrective actions, relationships and program implementations.
Conducting organizational planning, industrial and overall management studies and reviews and investigations involving development, installation and audit of operational procedures to maximize resource management and reduce costs.
Implementing and evaluating programs to improve overall management, operational and cost performance.
Conducting functional economic analysis to support recommendations and decisions and assisting in the development of rational and data supporting documentation for NAVSEA policy and facilitates policy decisions.
