About the Position: The person in this position will be responsible for directing a subordinate support staff, planning short and long range priorities, and preparing schedules for work completion. This person will also serve as the Chief for the Medical Expense and Reporting System (MEPRS) Branch for a Medical Treatment Facility (MTF) that involves analyzing financial data to produce cost analysis for the consolidation of medical subspecialties, and managing manpower and personnel practices.
Duties
Responsible for interviewing and hiring applicants, providing instruction and training, and effecting minor disciplinary actions to include termination of employment.
Responsible for establishing performance standards, evaluating work performance, hearing and resolving employee complaints, and initiating minor disciplinary actions such as warning and reprimands.
Responsible for developing, directing, and approving training and instruction for employees. Work includes monitoring position vacancies, interviewing applicants for selection, and recommending recruitment actions and promotions.
Develop local MEPRS policy and manages data collection, processing and data quality control program reporting requirements.
Develop complex studies communicating data and expense comparisons to justify validity and influence manpower and budget decisions.
Manage a number of automated expense and manpower management systems.
Responsible for monitoring scheduled downtime, system malfunctions, and managing system password allocations.
Manage the development and implementation of personnel practices within the branch.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required.
- This is a DOD Financial Management position. The incumbent must complete training and meet position requirements for certification at Level 3 within 2 years of appointment. Failure to obtain and maintain certification may result in adverse action.
- This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.

Specialized Experience: One year of specialized experience which includes preparing and/or managing manpower and/or budget reports for an organization; utilizing automated systems to input expense and/or personnel data; identifying, developing and/or implementing methods for improvements; preparing financial reports using financial systems; managing personnel actions for subordinate support staff; and assisting with workload distribution of subordinates. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-12).
