You will serve as a PROGRAM ANALYST, DTMO in the Navy International Program Office (NIPO) of NIPO FMS FIELD OFFICE.

Duties

You will serve as Defense Travel Management Officer for Navy International Program Office (NIPO) with authority and responsibility to direct, coordinate, and provide advice and assistance Command wide. You will conduct studies and analyses of procedures, methods, and practices relative to automated travel involving detailed review and analysis of installation travel requirements. You will prepare briefings and reports to NIPO leadership on the status of transactions within Defense Travel System (DTS) to include delinquent travel card accounts. You will provide interpretations of Joint Federal Travel Regulation (JFTR)/Joint Travel Regulation (JTR) to personnel. You will initiate, analyze, research, formulate, coordinate, and prescribe per diem, travel entitlements, and certain travel administrative policies in the JFTR for uniformed members and in the JTR for civilian employees. You will recommend proper policy solution/options to resolve travel problems. You will carry out Human Resource, command training policy and other program management responsibilities; keeping supervisors informed of actions that may have substantial impact on other work areas.

  • You will be required to possess and maintain a SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Key Security Cooperation Workforce (SCW) position and requires a DoD SCW Certification. Selectee must obtain and maintain certification within prescribed timeframes. SCW level required: Basic.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-11) or pay band (NH-02) in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with travel and transportation regulations such as Joint Travel Regulation (JTR) and temporary duty procedures, methods, and practices; Experience advising on travel procedures, restrictions, and allowances; Experience using Excel spreadsheets and PowerPoint; and Experience inputting of funding codes in the proper funding structure.
