Duties

This is a term position (more than 1 year) with an initial appointment expecting to last at least 13 months but may be extended up to a total of 3 years, 4 months, or more based on any changes to regulations governing the number of years term appointments may last, without further competition. Term positions do not convey permanent status in the Federal service. The National Park Service retains the right to extend the duration of this appointment after selection and/or appointment, based on changes to the regulation governing the number of years term appointments may last. This change, which may be made at the agency's sole discretion and without further competition, shall not be construed or interpreted as the granting of a right to a selectee or employee to such an extension. No extension to a term appointment shall be granted to a selectee/employee to an amount of time that exceeds the maximum number of years authorized under any present or current regulation, unless such regulation expressly allows such action. Some of the duties you will perform include, but are not limited to: Perform a variety of assignments at an advanced developmental level designed to increase the skill and knowledge required to perform analytical and operational work in support of the Commercial Services Program. Assist in providing technical assistance to the commercial services staff, Park, Region, and Washington commercials services staff and contractors in the areas of concessions and contract management and to assist in prospectus development opportunities. Conduct and accompany others in conducting the review of facilities and services to assure the public is receiving the highest level of visitor services. Provide concise oral and written communications between Park Management, Concession Operators, Permittees, and lessee for visitor services. Assist in the development and preparation of prospectus documents, requests for proposals and leases based on programs. Utilize and input data into appropriate computer tracking systems and databases including Project Management Information System, Facility Management Software System, Financial and Business Management System, budget, payroll, travel, and records. Qualifications

All qualifications must be met by 11:59 EST when the applicant cut-off is reached (which may be sooner than 10/11/2023). Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. To qualify for this position at the GS-07 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of qualifying specialized experience include but are not limited to: performing evaluations of concessions or commercial service providers such as food service, overnight lodging, transportation services, guided activities or retail sales, to ensure compliance with contracts/commercial use authorizations or quality control of services or goods provided; collecting, tracking, compiling, and maintaining data related to commercial services or special park uses using a variety of computer software applications; performing analysis of commercial services or special park uses data for feasibility and comparability studies; preparing routine reports related to commercial services or special park uses; and making recommendations to park senior staff in relating to commercial services or special park uses. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least one year of progressively higher-level graduate education in business administration, financing, marketing, hospitality and tourism or a related field. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. For example, I have six months of the specialized experience described above (50% of the experience requirement), and 9 semester hours of directly related graduate level college study in an accredited institution (50% of the qualifying education). You must include hours worked per week on resume and transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP Statement: Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies. Federal employees seeking CTAP/ICTAP eligibility must submit proof that they meet the requirements of 5 CFR 330.605(2) for CTAP and 5 CFR 330.704 for ICTAP. This includes a copy of the agency notice, a copy of their most recent Performance Rating, and a copy of their most recent SF-50 noting current position, grade level, and duty location.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
