The Watervliet Arsenal is an Army-owned and-operated manufacturing center located in New York. It is the oldest, continuously active arsenal in the United States having begun operations in 1813. Today it is relied upon by U.S. and foreign militaries to produce the most advanced, high-powered weaponry for cannon, howitzer, and mortar systems. The Arsenal is the only location in the DoD that has a weapons research facility (Benet Laboratories) collocated with a manufacturing facility (Arsenal).
Duties
Perform construction inspection and/or construction management duties involving the erection of a new structure; the installation of equipment and systems; or the alteration or major repair of an existing structure.
Conducts on-site surveys of assigned base/installation facilities, identifying both short and long-range work requirements while considering the present and future mission of the facility.
Consults directly with contractor personnel in developing progress schedules and in keeping the construction process on schedule.
Serves as a Contracting Officer's Representative with the responsibility for monitoring contract construction operations involving one or more large projects.
Supports engineering staff in duties associated with space utilization, energy monitoring and real property maintenance.
Requires critical and extensive contacts with contractor representatives to promote cooperation and resolve differences, and with user agency personnel, design engineers, and others to resolve problems and expedite the work.

- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- Due to the nature of this position, employees may be required to work both planned and unscheduled overtime.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position has a data analytics requirement. The incumbent must meet all requirements for data analytics level 1 certification within 12 months of being placed on the position.

Specialized Experience: One year of Specialized experience which includes (1) Perform on-site inspection of various projects such as industrial shops, warehouses, drainage systems and sewers, utilities, grounds maintenance, surface pavement, roads, sidewalks and other related work as required to support installation/base facilities; (2) Completing daily inspection reports; (3) Working knowledge of Microsoft office; and (4) Reviewing materials such as blueprints, specification drawings or plans. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
