You will serve as a PROGRAM ANALYST in the COMPTROLLER DEPARTMENT of COMNAVSPECWARGRU 2.

Duties

You will be responsible for managing the efficient and effective coordination and accomplishment of the planning, scope, and direction of the Comptroller Department database system programs for NSWG-2. You will serve as the principal advisor to the Comptroller for all cost review analysis, studies and projects where financial data is collected and analyzed to provide specific cost information for current and future requirements. You will consult with N7 Staff to resolve database and relational database program management issues. You will receive ad hoc study requests to analyze, evaluate, make recommendations, and prepare written charts, graphs, and report on costs for specific programs. You will interact independently and proactively with customers to identify and define complex/difficult problems and to develop and implement strategies or techniques for resolving program problems. You will advise, assist, and perform special studies and analysis on program efficiency and program procedures related to the financial systems. You will act as the NSWG2 SME for all financial systems and recommends system improvements and changes as deficiencies are discovered.

  • You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing a wide variety of analytical studies and projects related to management improvement, productivity improvement, management controls, and long-range management and method improvement; and developing manuals and directives covering administrative aspects of operations. GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: managing databases used to store and retrieve data and develop standards for handling of financial data. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-11:

Ph.D. or equivalent doctoral degree

OR

Successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree

OR

LL.M., that is related to the position being filled

A combination of experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent.
