Duties
You will act as the Program's Procurement and Affordability Manager and functional expert for the Next Generation Logistics Ship (NGLS) program.
You will coordinate with other functional APMs on the team to manage all aspects including programmatic, technical, and financial.
You will develop and coordinate all Program and Acquisition documentation to support Milestone review process.
You will provide information and recommendations to the PAPM in support of the Request for Proposal (RFP) development of Preliminary Design and Detail Design and Construction Contracts (DDC).
You will develop and execute all procurement related program documentation for NGLS schedules and processes..
You will utilize schedules and evaluate actual/projected progress to direct/redirect resources so that projects proceed in an orderly, cost effective, and timely manner.
You will represent the PAPM in meetings with contractors and provide direction relative to business decisions required to ensure proper control of contract(s).

You will direct the conduct of acquisition studies and coordinate the development of cost estimates and analyses in response to ASN or OSD tasking during all phases of ship acquisition.
You will develop and coordinate all Congressional briefs, reports to Congress, and responses to and decisions related to the projects.
You will apply innovative approaches when developing acquisition strategies and addressing acquisition problems involving new ship construction contracts and affordability constraints.
You will review, prepare, and present reports which involve program issues related to procurement and affordability.
You will develop requests for proposals and negotiate, while keeping affordability concerns in mind, all contract actions within the NGLS team.
You will work with the NGLS PAPM, PEO SHIPS Directors and NAVSEA codes and activities to manage program goals and objectives, and ensure commitments and objectives are fully addressed and understood in all stages.

You will monitor contractual and legal problems during acquisition, design and construction of ships and associated material and services, and coordinate with Contracting Officer and Office of Legal Counsel.
You will review and coordinate modifications to requirements including specifications, statements of work, and other contract and acquisition documentation for follow-on procurements of ships and services contracts.
You will develop and/or coordinate development of program purchase requests, proposals, and participates in negotiations/source selections.

You will develop or coordinate development of documentation to support reviews.
You will conduct or coordinates studies, cost estimates, and analysis in response to OSD/ASN/PM/PAPM tasking
as directed.
You will provide interface with Business/Financial Management staff to prepare plans and schedules, define actions, and take actions and direct resources required to ensure that projects proceed in an orderly, cost effective, and timely manner.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower pay band NH-02 (GS-11) grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: "Providing analysis or oversight for technical and logistics management and financial direction for the acquisition, modernization, maintenance and inactivation ships to accomplish program objectives."
