About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. Position is located at Fort Moore, United States Army Post near Columbus, Georgia, adjacent to the Alabama-Georgia border. Home to the Maneuver Center of Excellence, Army Infantry School and Army Armor School.

Duties

Ensure control measures to safeguard and prevent loss of classified material are in place and updated as required. Participate in or conduct periodic inventories of classified documents, equipment, and miscellaneous sensitive material. Determine the adequacy of current investigations/data collected and request additional investigations or develops other information, as needed. Review security investigations to determine whether an interim security clearance should be granted or denied. Conduct Sensitive Compartmented Information (SC)I security briefings, indoctrinations, and debriefings; obtain signed Nondisclosure Agreements, and perform other security actions for SCI personnel. Physically inspect proposed Sensitive Compartmented Information Facilities (SCIFs) and other secure areas while under construction.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret (TS) security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • May require Temporary Duty (TDY) travel up to 25% of the time.
  • Two year trial/probationary period may be required.

Specialized experience is defined as: Ensuring employee and/or contractor compliance with established policies in multiple security disciplines such as physical security, information security, personnel security, industrial security, communications security. Briefing employees and/or contractors regarding their responsibilities to safeguard information. Implementing security policies, practices, and procedures to control classified information. Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series. OR Education: Successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Security Management, Security Administration, National Security Studies, etc. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (Note: You must attach a copy of your transcripts.) This is the Department of Defense (DoD) Security Certification Program directed by DoD Instruction 3305.13. It is approved by the Assistant Secretary of the Army for Manpower and Reserve Affairs for use in the Army via the following memorandum: Memorandum, Assistant Secretary of Army for Manpower and Reserve Affairs, dated 8 September 2015, subject: Security Professional Education Development (SPeD) Certification Program. The SPeD certification is DoD's initiative to professionalize the security workforce by establishing a common set of competencies for security practitioners that promotes interoperability, facilitates professional development and training, and develops a workforce of certified security professionals. This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment.
