Duties

*SUMMARY continued* The primary purpose of a GS-11 position: To serves as an Air Mobility Command, A1 (AMC) Senior Leader Management Office Force Management Specialist to the Chief, Senior Leader Management. Directs and manages the full range of substantive procedural work in support of command senior leaders and administrative actions for the Commander and Deputy Commander, and flag officers, senior civilians, and chief master sergeants. Participates in the planning, developing, and establishing program guidance, assessments, requirements, and advisory services for Air Force-level programs to external and internal customers. Responsible for end-to-end program oversight across the AMC organization. Performs reviews, studies, and analysis to evaluate and recommends procedures and guidance to improve the effectiveness and efficiency within the division. DUTIES: Administers major command's senior leader quality control program for 700 plus senior officials assigned to the command. Establishes, defines, and implements requirements for the segments of the SECAF directed activities, HAF taskings, deployment taskings, safety and accident investigation board president requirements to ensure operations are in line with regulatory requirements, support goals, and mission requirements. Participates in special studies and projects, and implements update related to information systems maintenance and management. Participates in administration of major command's officer performance report program. Serves as the AMC evaluation point of contact for all Colonel and Colonel-select OPRs.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 201 Series. GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the principles, concepts, and theories of the classified title, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult but well-precedented assignments. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. Note: You MUST submit a copy of your official transcripts. OR COMBINATION OF EDUCATION AND EXPERIENCE: Applicants must have one year of progressively higher-level graduate education but have not obtained a master's or equivalent graduate degree. Therefore, a combination of experience and education. Note: You MUST submit a copy of your official transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09 or equivalent in other pay systems. Examples of specialized experience includes knowledge of principles, theories, techniques, practices, mission, and organizational structure of the specific program and or functional field to support Air Force wide military personnel program administration responsibilities. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related: Note you MUST submit a copy of your official transcripts. OR COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your official transcripts FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: GS-09: Knowledge of basic principles of the classified titled or related field. Skill in communicating factual and procedural information clearly, orally and in writing. Ability to learn basic techniques of the classified title. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions. Ability to plan and organize work, and consult effectively with co-workers. GS-11: Knowledge of basic principles, theories, techniques, practices, mission, and organizational structure of the specific program and or functional field to assist in supporting Air Force wide military personnel program administration responsibilities. Knowledge of the laws, regulations, principles, and practices of military personnel programs. Knowledge of sustainment program inspection requirements, reports, and program terms as well as knowledge of common management principles to provide advisory services and inspect/audit assigned programs. Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness, and in serving as a technical specialist and spokesperson to further operating agency objectives on important issues. Ability to prepare special studies and staff reports, including the ability to meet emergency and/or changing program requirements within available resources and with minimum sacrifice of quality or quantity of work. Ability to establish effective working relationships and to communicate well with others, orally and in writing, including preparing and conducting formal and informal briefings. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:
