You will serve as a ENGINEERING TECHNICIAN in the Officer-in-Charge of Construction Pearl Harbor Naval Shipyard Division (OICC PHNSY) of OICC PEARL HARBOR NAVAL SHIPYARD. Duties

You will serve as a journeyman-level construction Engineering Technician . You will develop quality assurance procedures by using local policy and procedural guides for specific contracting operations. You will confer with contractors or Contract Representatives to evaluate the progress of contract work. You will certify the completion of engineering documents to verify outstanding issues have been referred to the appropriate personnel. You will analyze conventional projects involving designs, maintenance, and repair to identify necessary standard engineering practices.

Requirements

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain a current valid United States driver's license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.

Qualifications

For Outside applicants claiming VEOA (i.e., those without current or prior Federal competitive or excepted service). Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-10 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Utilizing the full range of engineering disciplines (civil, mechanical, electrical and environmental) to solve problems encountered during construction operations; 2) Reviewing technical engineering specifications, drawings, and statements of work covering designs or changes for constructability and accuracy; 3) Advising others of safety and occupational health principles, practices, procedures and regulations as related to engineering performance requirements; and 4) Monitoring construction projects by performing worksite safety assessments to ensure a safe and timely completion. **NOTE: This experience must be fully and clearly supported in your resume. For Applicants who are Current Federal competitive service employees. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Utilizing the full range of engineering disciplines (civil, mechanical, electrical and environmental) to assist in solving problems encountered during construction operations; 2) Reviewing drawings, and statements of work covering designs or changes for constructability and accuracy; 3) Following safety and occupational health principles, practices, procedures and regulations as related to engineering performance requirements; and 4) Monitoring construction projects by performing worksite safety assessments to ensure a safe and timely completion. **NOTE: This experience must be fully and clearly supported in your resume.
