You will serve as a SUPERVISORY ENGINEERING TECHNICIAN at OICC PEARL HARBOR NAVAL SHIPYARD.

Duties

You will assign work to junior employees based on priorities, difficulty of assignments, and the capabilities of employees. You will determine best practices for key work processes and standardization of work procedures to optimize efficiency and effectiveness. You will implement Equal Employment Opportunity (EEO) policies to prevent the occurrence of employee grievances. You will identify training needs, initiate on the job training and recommend formal training. You will review project plans and specifications prior to contract award for technical soundness to determine practicability from a construction management standpoint.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain a current valid United States driver's license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • Reassignments within the commuting area may be required as the workload is reduced at one site and increased at another.
  • Incumbent may be required to work overtime. Call back and emergency overtime are regular requirements of this position. Overtime may be required, but not guaranteed on a regular basis.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying a comprehensive range of engineering and architectural concepts, principles, and practices related to the design and construction of equipment, site work, facilities, and utilities; 2) Monitoring construction projects to successful completion while controlling time and cost growth; 3) Reviewing complex and diverse technical engineering specifications, drawings, and statements of work for constructability and accuracy; 4) Applying knowledge of safety and occupational health principles, practices, procedures, law, and regulations as they relate to engineering performance requirements; and 5) Solving construction-related technical problems that deviate from standard or conventional practices due to such local conditions as climate, geography, environmental or due to specialized requirements of a facility or structure.
