Duties

In-Office Requirement: The U.S. Postal Service, Office of Inspector General values collaboration, teamwork, and effective communication to foster our dynamic working and learning environment. The position adheres to our agency's telework policy to facilitate this and requires an in-office presence of at least two days per pay period. Remote work is not available for this role. About the Cybersecurity & Technology Directorate: The U.S. Postal Service's mission is to bind the nation together through the delivery of mail and to provide prompt, reliable, and efficient postal services to all communities each day. The USPS OIG conducts systematic performance, financial, or attestation reviews and audits of U.S. Postal Service programs and operations, including assessments of efficiency and adequacy of internal controls; compliance with laws, regulations, policies, and/or contracts; and detection of fraud, waste, and abuse. The Cybersecurity & Technology Directorate helps reduce the risk of fraud, inappropriate disclosure of sensitive data, and disruption of critical postal operations and services by assessing whether USPS information resources provide the highest level of security, reliability, and value expected by USPS customers. Grade and salary determinations will be made based upon a candidate's education and professional experience. This position is being advertised at the Journey Band level, equivalent to a GS-07/09. The salary range for this position is $48,247.00 - $84,441.00. The salary figures INCLUDE locality pay. Review OPM's site for Locality Table specifics: 2023 General Schedule (GS). Career Advancement Opportunities: Non-competitive promotion up to a GS-13 equivalent level is possible through our career ladder program. The GS-07 equivalent is at the trainee level in the area of information technology analysis. The employee serves as a junior member of an audit team assisting with systematic performance, financial, or attestation reviews and the OIG's Office of Audit information technology programs and operations. Work assignments are selected to provide training in the analytical evaluative aspects of the work and in the appropriate use of qualitative and quantitative analysis methods and techniques. The training is directed toward the utilization of a wide range of information technology concepts, laws, policies, practices, analytical, and diagnostic methods and techniques. Assignments are selected to combine performance of productive work with supervised on-the-job training. The following duties and responsibilities reflect the GS-09 equivalent role. The employee performs assignments requiring the application of fundamental principles, concepts, techniques, and guidelines in the area of information technology for the Audit team. Assignments are of average difficulty. The employee may participate in more complex studies and projects designed to develop broader expertise, utilizing a wider range of information technology concepts, laws, policies, practices, analytical, and diagnostic methods and techniques. Successful candidates will have relevant experience in the following: Participates on multiple audit projects and programs. Consults as needed with more experienced directorate IT Analyst or IT Specialist. Modifies established information technology plans and policies in response to new legislation, regulations, directives, or other guidance affecting the Office of Audit's information technology program. Participates in the design, development, testing, installation, and support of new and modified systems specifically used by the Office of Audit, including hardware and software. Evaluates agency programs and operations for compliance and adherence to regulations and adequacy of internal controls over operation Performs individually and as a member of an audit team, including continuing responsibility for a specific component of a project. Participates in meetings with OIG and USPS officials to communicate results of work. Makes recommendations for corrective actions and writes audit working papers and reports utilizing Generally Accepted Government Auditing Standards. Reviews Postal Service use of emerging technology and its implementation and recommends potential audit areas using the format prescribed by the Information Technology directorate. Requirements

  • Must be a U.S. citizen.
  • Must be able to pass a drug screening and medical assessment questionnaire.
  • Must be able to pass a background investigation.
  • Must be able to obtain and maintain a Tier-5 Top Secret clearance.
  • Must be able to obtain and maintain a government-issued credit card.
  • May be required to successfully complete a 12-month probationary period.

Qualifications

Candidates will be evaluated on the skills that they possess that are directly related to the duties of the position and the experience, education and training that indicate the applicant's ability to acquire the knowledge and skills needed to perform the duties of the position. MINIMUM QUALIFICATIONS You must meet ALL of the minimum qualifications listed below. The Information Technology Analyst GS-07 equivalent requires the following: (Your resume MUST reflect your experience and/or education) At least four (4) years of progressive, specialized hands-on experience in performing build, implementation, and maintenance of IT systems, cyber defense systems, or network infrastructure. OR Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in information technology or a related field (must submit transcripts from an accredited college or university). The Information Technology Analyst GS-09 equivalent requires the following: (Your resume MUST reflect your experience and/or education) At least four (4) years of progressive, specialized hands-on experience in performing build, implementation, and maintenance of IT systems, cyber defense systems, or network infrastructure. OR Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in information technology or a related field (must submit transcripts from an accredited college or university). AND At least one (1) year of specialized experience equivalent to the GS-07 grade level with hands-on experience in performing build, implementation, and maintenance of IT systems, cyber defense systems, or network infrastructure. DESIRABLE QUALIFICATIONS At least one (1) year experience performing blue team (vulnerability testing) or red team (penetration testing). At least one (1) year experience performing secure code reviews. At least one (1) year SCADA or ICS experience. A technical certification such as CCNA, CCNP, SSCP, Cloud (AWS, Google, etc.), MCSE, Security+, Network+, CISA, CISSP, ITIL. EVALUATION FACTORS You must have the experience, knowledge, and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Include your major accomplishments relevant to the position requirements in your resume. Knowledge of and skill in applying information technology principles, concepts, methods, standards, and practices sufficient to analyze requirements and develop specifications and technical requirements for information systems used specifically by the Office of Audit. Skill in interpreting IT policies, standards, and guidelines. Ability to review and/or assess information technology procedures and controls in topics such as: general controls, computer security techniques, application control reviews, system development life cycle, operating system software, multi-platform hardware such as client-server or mainframes, network operations and testing, data integrity, disaster recovery, information systems acquisitions, etc Ability to conduct research and analysis and develop audit reports. Skill in data analysis and report writing to present findings. Failure to demonstrate that you meet all evaluation factor requirements will result in a score of zero (0). Upon receipt of a zero score, you will be deemed "not minimally qualified," and you will not be referred for further consideration.
