Duties

The duties, described below, represent the major duties performed at the GS-11 level. The duties performed for developmental positions will be of limited scope and complexity to develop skills, proficiency, and work experience. Develops, reviews, and revises instructional training documents and identifies deficiencies in training materials and training programs. Conducts various reviews and studies resolving issues and problems, developing solutions, and recommending changes in the financial operations area, as required, to improve procedures and processing of transaction within the organization. Conducts training and instruction to support technical training requirements within the organization. Serves as team member for projects, course development and maintenance, and curricula. Assists the team and/or co-workers during development of training programs pertaining to financial management. Prepares and conducts informational briefings to employees, staff, and managers to communicate study findings and recommendations, changes in policies, processes and procedures, trends, statistics, and training intervention.

Qualifications

Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-07, applicants must have served 52 weeks as a GS-05 or higher in the Federal service. To be considered for the GS-09, applicants must have served 52 weeks as a GS-07 or higher in the Federal service. To be considered for the GS-11, applicants must have served 52 weeks as a GS-9 or higher in the Federal service. Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-05 if applying at the GS-07 level, GS-07 if applying at the GS-09 level, or GS-09 if applying at the GS-11 level) within the federal service, which demonstrates the ability to perform the duties of the position, is required. GS-07 Specialized Experience is defined as: assisting in financial systems analysis in support of finance mission and developing knowledge of financial management principles as they relate to automated financial systems processing and operations. GS-09 Specialized Experience is defined as: experience performing financial systems analysis in support of finance mission and applying knowledge of financial management principles as they relate to automated financial systems processing and operations; reviewing and analyzing reports and systems output; assist in testing and evaluating financial systems to ensure they meet design and operating goals; providing financial systems knowledge to more senior specialists to help them carry out the finance mission. GS-11 Specialized Experience is defined as: analyzing financial management systems, procedures, policies, and internal controls; identifying and documenting financial system requirements based on customer input; and, consulting with management presenting decisions and recommendations concerning the treatment of problems or situations. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education

GS-07 (2-grade interval) Substitution of Education for Experience: One full year of graduate level education or Superior Academic Achievement (http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp) may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).

GS-9 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).

GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements.
