Who May Apply:
Current, permanent DFAS employees in the competitive service, eligible DoD PPP Military Spouse preference applicants and current DFAS VRA employees.
Duties
Provides consultative support and completes all COR activities for assigned DFAS support contracts.
Prepares, reviews, investigates, analyzes, evaluates , and submits contractor invoices and accruals in the appropriate system for approval.
Assists with the planning and development of a DFAS Acquisitions Knowledge repository for acquisition based guides, templates, and instructions on preparing required contracting documents.
Performs quality assurance surveillance and physical inspections. Ensures compliance with contracts as written in the PWS/SOW/Acquisition Strategy.
Provides contract personnel with interpretation and explanation of specifications, requirements, and terms and conditions as they relate to the contract in coordination with the contracting officer.
Monitors the coordination of work between the customer and the contractor and takes necessary steps to resolve any problems.
Develops and maintains a process for notifying the contractor officer of vendor issues relayed from the customer regarding unsatisfactory service or products.

- Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized Experience Is Defined As:
Applying contract administration principles, policies, and concepts in order to review the overall scope of contracts and to determine/evaluate contractor performance, identify operational problems, or implement changes necessary to meet long-range objectives.
Time-in-Grade:
Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11or higher grade in Federal Service.
Education
Education is not substitutable for specialized experience at this grade level.
