You will serve as a PROGRAM ANALYST of SCSTC LTFPAC.

Duties

You will have knowledge of the Navy Training System Plan (NTSP) You will have the ability to analyze/appraise NTSP's and other training plans directed toward introduction of new systems or equipment. You will have expert skill in understanding, executing, and adhering to NAVEDTRA 130 Series manuals, Navy Training Systems Plans. You will have expert knowledge of personnel management policies, practices, and procedures, including the ability to evaluate/adjust work operations to meet operational commitments. You will have the ability to gather and analyze information for recommendations to senior management on all aspects and issues of the organization's training program. You will have the ability to conduct studies, adapt analytical techniques, analyze findings and make recommendations on substantive training programs. You will be familiar with Future Years Defense Plan (FYDP) and POM process. You will have comprehensive knowledge of regulations, organization, policies, and precedents relating to the Department of Defense (DoD).

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying quantitative techniques for analyzing and measuring the effectiveness and efficiency of programs; 2) Conducting studies adapt analytical techniques, analyze findings and making recommendations on substantive training programs; and 3) Utilizing personnel management policies, practices, and procedures, including the ability to evaluate/adjust work operations to meet operational commitments and application of management theories and leadership to accomplish tasks.
