Duties

This Supervisory Program Analyst position is located Orlando Internatinal Airport (MCO), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Applies program management techniques as project manager for large, complex projects and studies designed to improve program operations. Establishes approaches and techniques for complex special projects and studies. Formulates and coordinates project plans and establishes realistic time schedules, resource requirements, milestones, and assessment criteria for evaluation. Identifies existing or potential problem areas and recommends corrective action or preventive measures. Reviews and analyzes effort accomplishments through analysis and interpretation of reports, projects, and other resourceful information. Manages intake and development of new start programs and aligns to existing enrollment and vetting capabilities. Implements new transportation security related programs in support of TSA's security mission or establishes TSA as a service provider for external programs. Implementation may include contract/procurement actions, rulemaking/policy documents, privacy impact assessments, program documents, and standard operating procedures, establishment of IPTs, technical/business requirements gathering and development, and engagement with external stakeholders or regulated parties. Advises senior management on the operational effectiveness and efficiency of assigned programs and on unusual or complex operational issues. Provides recommendations to address areas of concern. Collaborates with TSA IT staff to ensure documented stakeholder functional requirements/capabilities are appropriately translated into technical requirements that can be properly developed. Participates in the Scaled Agile Framework development process to ensure stakeholder needs are properly met. Performs a full range of supervisory/managerial duties in overseeing the activities and employees of the branch. Work includes complex operations, projects and/or programs based on the objectives of OS and frequently TSA. Supervisory duties include planning; communicating the organization's vision and objectives; setting priorities; managing budget and assigned resources; assigning tasks and responsibilities; monitoring and evaluating performance of organizational components, managers, and employees; coaching and developing staff and organizational capabilities; approving leave; and taking or approving corrective/disciplinary actions, as appropriate. Supervisory/Managerial Probationary Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position.

Qualifications

To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Interpreting Federal rules, laws, regulations, policy, and directives applicable to national and transportation security programs and initiatives; and Using analytical and evaluative methods and techniques to assess programs and significantly improve/enhance operational effectiveness and efficiency; and Assessing programs to ensure risks are identified, internal controls are established and compliance is met; and Leading project/programs to include the planning, management, and implementation for major business initiatives that have impacts across an agency. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
