This position is located in the Management Directorate, Office of Chief Information Officer, Applied Technology Division.
As a Chief (Program Support Branch), you will oversee Procurement/Contract Management, Budget Formulation and Execution, Personnel Management, Organizational Design, and Data Call Management activities associated with the Office of the Chief Technology Officer.
Duties
Provide significant direction and leadership and engages subordinate managers in regular reviews of progress, status, and existing/emerging issues.
Oversee the successful delivery and management of multiple projects, from timely execution of the program through concept and requirement analysis to development, test, and delivery.
Provide oversight of contract performance that supports Division or Branch functions.
Develop and analyze IT systems and processes and identify improvements.
Assures the implementation of the goals and objectives of department-wide programs by subordinates and administrative staff by directing and supervising the work of the branch.
Plans, organizes, directs, and evaluates the activities of senior analysts and support staff to include investment management, acquisition coordination, program coordination and financial teams for the Office of the Chief Technology Officer.
Qualifications
The qualifications for this position must be met by 11:59 PM (Eastern Time) on 10/13/2023.
Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 10/13/2023.
GS-15: You qualify at the GS-15 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-14 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
Serving as a senior advisor to division leadership requiring application of a wide range of qualitative systems and management support principles, processes, and systems.
Overseeing the following functional areas: Procurement, Budget and Financial Management, Personnel, Organizational Design, Position Management, and Asset Management.
Developing program policies or guidance to support efficient and effective operations.
Overseeing the work of subordinate supervisors, team leaders, and other non-supervisory staff in developing systems specifications for major new applications.
Planning, organizing, and directing team efforts across organizational lines including monitoring progress to ensure that realistic objectives and milestones are established.
Applying project management techniques such as requirements definition, solution planning, project coordination, project execution, and/or project communications/reporting.
