The primary purpose of this position is: to serve as a 16 AF/A1M manpower requirements analyst on the validation and use of manpower resources within the Consolidated Cryptologic Program (CCP), Air Force Program Objective Memorandum (POM), and General Defense Intelligence Program (GDIP) communities.

Duties
1. Develops, analyzes, validates, and implements Authorization Change Requests (ACRs) and Organizational Change Requests (OCRs).
2. Conducts or manages special projects requiring technical expertise in organization and manpower requirements responsibilities and procedures.
3. Serves as a manpower requirements analyst for all mission areas within the division and for 16 AF and its units worldwide.
4. Represents HQ 16 AF and 16 AF/A1 at designated meetings, conferences, and working groups.

- Position is designated special sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (continued)

- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing

- Must demonstrate sound security practices for ensuring the safeguarding of classified information
- Incumbent will be subject to psychological screening/ polygraph testing as a requirement of their position

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of concepts, principles, and practices in manpower resource management to evaluate and process 16 AF complex manpower requirements and organizational changes; knowledge of AF, IC, MAJCOM, and other DoD agency organizations, missions, and programs; knowledge of MPES and of existing laws and policies affecting special manpower requirements.Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the IC mission, roles, functions, organizational structures, management, and operation national intelligence organizations.
2. Knowledge of qualitative and quantitative techniques to apply principles, concepts, methodologies, and procedures of managing manpower resources, requirements and organizations.
3. Knowledge of classified material handling directives and practices.
4. Skill in effectively organizing and analyzing information; and producing reports, position papers, and briefings with clear and concise findings which are responsive to the specific needs of management officials.
5. Ability to provide guidance and conduct or participate in studies to determine the appropriate manning skill levels, and organizational structures.
6. Ability to communicate effectively with others, both orally and in writing, to provide solutions and respond to questions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
