This position is located within Behavioral Health Services (BH) at the VA Eastern Kansas Health Care System (VAEKHCS) and supports the Leavenworth and Topeka, Kansas campuses. The incumbent will support a large, complex, and active clinical service comprised of several sections spread across the two main campuses, nine Community Based Outpatient Clinics, and two Individual Disability Evaluation System (IDES) sites in Eastern Kansas
Duties

Major Duties and Responsibilities include:
Aggregate data sets using appropriate analyses of current clinical operations and clinical practice patterns.
Develop the data information systems designed to analyze the objectives or goals defined in the annual performance plan for Behavioral Health Service. The analyses will provide insight into current operations, planned operational changes through the strategic plan and performance plan and the impact of the intervention on current operational models and practice or care patterns.
Analyzes data generated and/or mined from a variety of sources (e.g. ProClarity, the VA data warehouse, VistA, Decision Support System (DSS), The Arc, etc.) to identify and report issues by provider, program, inpatient unit, clinic, and service.
Understand the clinical programs; clinical practice models, medical center and VA operational systems, and resource utilization and/or cost accounting systems in order to create and manage information streams incorporating aggregate cost analysis against current operational models or options.
Designs studies, training programs, and organizational strategies for identifying opportunities to improve customer service and process quality.
Identifies discrete steps of simple transaction processes or routine business practices that might be opportunities for applying standard quality improvement techniques.
Plans or accomplishes special projects. Uses standard approaches to perform a variety of duties related to special projects involving administrative or support issues.
Conducts extensive research and compilation of data from diverse sources.
Extracts and assembles information, conducts analysis and develops reports or presentations.
Performs other related duties as assigned.
Work Schedule: Monday - Friday, 8:00 a.m. - 4:30 p.m. However, some evenings and weekends may be required.

Qualifications
SPECIALIZED EXPERIENCE : Possess one year of specialized experience equivalent to the next lower grade level (GS-7) in federal service, involving the performance of administrative and management work or equivalent, in the normal line of progression for the occupation, that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes: experience in data aggregation, data mining, statistical and data analysis; experience with randomized sampling techniques, data aggregation methods, and the application of sound statistical analysis and interpretation of a wide variety of data within large and small databases; skill in utilizing data streams and file systems; experience using and applying applications for microcomputer systems for office and clinical environments; experience in the use of word processing, spreadsheets, and database, graphics; experience in designing and managing projects using standard applications software; and be skilled in word processing to compose written reports, correspondence and other presentations. EDUCATION SUBSTITUTION: Successfully completed one of the following: (a) Master's or equivalent graduate degree; (b) two full years of progressively higher-level graduate education leading to such a degree; or (c) an LL.B. or J.D. that is related to this position. NOTE TO APPLICANTS: Your education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study; if that number cannot be obtained from the transcript, 18 semester hours will be considered as one full academic year of graduate study. Physical Requirements: The work is mostly sedentary; however, there will be some walking, bending, lifting and carrying of light loads such as files and journals requiring some minimal physical effort.
