The Program Support Assistant (ADPAC) is a lead position within the Medical Service of the New York Harbor Healthcare System, Brooklyn Campus. The service is comprised of multiple sections located in Brooklyn, the outpatient clinic at St. Albans, and at the Staten Island CBOC.
Duties
The incumbent is responsible for initiating all computer access requests for employees in the EPAS system and will conduct periodic inspections of assigned menus in VISTA and CPRS, as directed by the ISO.
Acts as a PIV sponsor whose responsibility it is to manage and sponsor new applicants for ID cards and badges and those whose PIV cards have expired.
Acts as the backup timekeeper for the service, which includes posting timecards, entering in corrected timecards, tracking comp time, within the time limits set by the Administrative Officer and Payroll Department.
Serves as the TMS liaison with the TMS office, whose tasks involve running reports to assess training deficiencies and inputting CME training for credit.
Serves as the primary focal point for tracking, analyzing, and interpreting a variety of different metrics, which requires monitoring reports in VISTA, VSSC, VISN Data Warehouse, and other applications.
Routinely runs and monitors the Encounter Action Required Report (EARR), Consult Tracking Reports, CUSS, Access, and ICB reports to ensure compliance with VISN and Central Office guidelines, reporting issues to the Administrative Officer.
Distributes work to each Program Support Assistant and assure timely accomplishment of the assigned workload, for their respective areas.
Reports on expected time of completion of work, and maintains records of work accomplishments and time expended and prepare production reports as requested.
Receive telephone and personal calls, and personally handles many matters and questions including answering substantive questions not requiring technical/clinical knowledge.
Works with providers to block and cancel clinics, as requested.
Coordinate clinic (grid) changes with the appropriate individual(s) and will work with assigned MSAs to ensure that all patients are rescheduled prior to implementing changes.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/17/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Knowledge of Microsoft Word, Excel, Outlook, VISTA, SharePoint, EPAS, and PIV to perform administrative functions.
Knowledge of agency, department, NYHHS, VISN, and VHA regulations, directives, memorandums to assist in interpreting, revising and implementing where necessary.
Knowledge of policies, procedures, guidelines, standards and criteria pertinent to the Medical Service including Joint Commission.
Knowledge of outpatient scheduling rules and business practices, which is applied to auditing outpatient appointments for the Medical Service.
Customer relations, securing materials, organizing and actively participating in meetings, activities, and programs.

Physical Requirements: Most of the work is performed while seated and is primarily sedentary. However, the incumbent may frequently walk to various areas within the Medical Service or other offices throughout the Medical Center, carrying light items such as office supplies and files. Infrequent travel may be required to the other campuses for the purpose of occasional meetings and training. Transportation will be provided by VA shuttle service.
