Qualifications
We are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-15 level, you need to have at least one year of full-time experience equivalent to the GS-14 level defined as evaluating, documenting, and monitoring public and project finance water infrastructure loans; proposing, authoring, and obtaining approval for credit policy; and assessing the credit risk on public and project finance infrastructure loans to govern risk ratings and scoring.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
Knowledge in public, corporate, and project finance, both as traditionally practiced in the US and as adapted from foreign countries to the US.
Skill in negotiating complex financial structures that achieve the mutual goals of all parties to the transaction.
Ability to interpret or revise existing credit policies and to develop new policies.
Knowledge of federal credit policies and procedures, including methods of estimating program budgetary needs as required by the Office of Management and Budget and the US Treasury.
Ability to evaluate capital expenditures and markets and prepare and provide financial models and forecasting.
Ability to effectively communicate orally with personnel of diversified backgrounds.
Ability to communicate clearly in writing, including demonstrated ability to write standard operating procedures, guidelines, presentations, memos, and briefing materials for senior management officials.
Knowledge of the infrastructure development process for major projects, sufficient to understand the scheduling and financial implications for WIFIA credit assistance.
Knowledge of relationships with other programs and key administrative support functions within the agency or in other agencies.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
You need a degree or combination of education and experience as described below to qualify for this position.
Financial Analysis Series 1160
Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.

Experience such as performing financial analysis and evaluation work requiring a comprehensive knowledge of (1) corporate finance and any specialized fields of finance required such as public finance, securities, international finance, money and securities markets, investments, and banking, and (2) the financial and management structure, operations, and practices of corporate and other organizations.
