This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This Program Analyst position, NH-0343-03 is located with Program Executive Office Simulation, Training and Instrumentation (PEO STR) located in Orlando, FL 32826.
Duties
Serves as a senior Program Analyst analyzing current and projected acquisition programs to evaluate actual or potential effectiveness in achieving objectives and in performing financial management duties of programs assigned.
Develops and recommends changes in program objectives and adjustments in resource utilization to correct deficiency situations and provide balanced resourcing in established programs.
Evaluates the effect of alternatives or corrective actions on acquisition programs or interrelated programs and on the overall utilization of manpower, funding, and material resources.
Provides advice and assistance in resource and acquisition matters in the preparation of program documentation/briefings such as economic and cost benefit analysis and budget preparation.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Level II in the Acquisition Career Field BUSINESS - FINANCIAL
MANAGEMENT within 24 months of entrance on duty.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- Acquisition Back- to- Basics- Selectee must meet position requirements for practitioner certification in (A) Program Management within 60 months as of entrance on duty.
- Must be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.

Specialized Experience:

Analyzing acquisition programs for effectiveness and or accomplishment of program objectives.2) Performing financial management duties to ensure appropriate allocation of program funds; And 3) Recommending changes in program objectives and or adjustments in resource utilization. 4) Evaluating programs on the overall utilization of manpower, funding, and material resources.
