These two positions are located in the Advocacy and Oversight Branch and Requester Communications Branch, Requester Liaison Division, Office of Information Programs and Services, Office of Global Information Services, Bureau of Administration (A/GIS/IPS/RL/AO; A/GIS/IPS/RL/RC), in the U.S. Department of State (DOS)
Duties
Leads team in processing full range of requests for information for Departmental records in accordance with the FOIA, Privacy Act, and E.O. 13526.
Analyzes and evaluates relevancy of records retrieved and consult with Bureau officials and officials of other Department and agencies concerning the retrieval and release of sensitive U.S. foreign policy information.
Ensures all documents released are responsive to information requests and are retrieved and reviewed in accordance with the relevant legislation.
Participates significantly in development of new policies, methodologies and procedures designed to facilitate the accessing and storage of information requested of the Department.
Plans, develops, and implements comprehensive records management program for assigned Bureaus and offices.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Specialized Experience: Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service that provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience leading teams in processing a full range of official requests for information from legal or regulatory obligations.
Experience developing and implementing a records management program.
Experience participating in developing new policies and procedures.
There is no substitute of education for specialized experience for the GS-13 position.
