About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.
Serves as budget analyst for the U.S. Army Cyber Protection Brigade (CPB).
Duties
Formulate budget and cost estimates to support plans and programs for CPB Headquarters and/or subordinate CONUS and OCONUS elements of the CPB.
Provide ongoing advice/assistance on budgetary matters, to include interpretation of regulatory procedures for financial planning and control and provides advice/assistance for the acquisition and execution of funds.
Serve as the Internal Operating Budget (IOB) fund control officer for elements supporting the CPB.
Monitor and track obligations and expenditures for assigned area of responsibility throughout the execution phase of the annual operating budget, insuring compliance with Revised Statutes 31 USC 1517.
Verify that obligations and expenditures occur on a timely basis in accordance with the annual work plan and regulatory controls and are within amounts programmed.
Accumulate, consolidate, and analyze budgetary data against established criteria, trends and experience factors.
Analyze input data, weighs cost factors, evaluates current trends and projects, and anticipates other requirements.
Monitor and track obligations and expenditures for assigned area of responsibility throughout the execution phase of the annual operating budget, insuring compliance with Revised Statutes 31 USC 1517.
Share management of the overall LRC Government Travel Credit Card (GTCC) program with the LRC Defense Travel Administrators (DTAs).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- Position is designated as Special Sensitive. A TOP SECRET clearance is with SCI access is required.
- This is a drug testing designated position. The incumbent is subject to random testing for drug use.
- Personnel assigned to work in an NSA facility must be able to obtain and maintain access to NSA facilities and networks.
- Duties of this position may entail alternative duty schedules. including extended shifts (12.5 hours), nights, weekends, and/or holidays, being recalled for urgent situations, and/or working overtime in response to surge situations.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays plus regular or irregularly scheduled overtime. May be required to work rotating shifts.

To qualify based on your experience, your resume must clearly describe the following quality experience: One year of specialized experience which includes providing professional management accounting advice, analyses, reports, or assistance to program directors and financial managers using automated accounting systems; planning, managing, and coordinating the financial accounting programs (for example: Dormant Account Review Quarterly and Risk Management Internal Control Program); AND maintaining liaison with the Defense Finance and Accounting Service (DFAS) through the consolidated Operating Location, to monitor the reliability of financial and other systems.
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: in Accounting, Finance, or Business.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
