You will serve as a PROGRAM ANALYST in the FLT INDIVIDUAL TRAINING/RRL,FLT PERS DEVELOPMENT & ALLOCATION DIV of COMMANDER US FLEET FORCES COMMAND.
Duties
You will serve as a USFF N1T/RRL4 representative or as a member of a team responsible for developing, reviewing, and coordinating individual training or Ready Relevant Learning requirements and Navy Training Systems Plans.
You will determine requirements for both existing and new capabilities, including evaluating and measuring the mission impacts of traditional, non-traditional and training innovation.
You will coordinate with OPNAV and Force Commander Staffs to determine mission impacts due to changes of Fleet individual training requirements.
You will lead a team of USFF and lower echelon subject matter experts and make individual training change recommendations to higher authorities based on and supported by analysis.
You will define individual training performance deficiencies, identify problem areas through comprehensive evaluation and analysis, and present these problem areas and recommended solutions to senior personnel.
You will interpret, coordinate and implement proposed policy changes and innovations with other staff directorates, as well as higher authority.
You will manage and advise on individual training programs that impact Fleet mission performance.
You will represent the Fleet Future Plans Branch or the individual training department in individual training or Ready Relevant Learning working groups.
You will support development and coordination of individual training or Ready Relevant Learning concepts with senior level personnel and Navy staffs.
You will develop and coordinate Fleet wide individual training requirements to that achieve optimal performance levels within surface, air, submarine, information, expeditionary combat and support communities.
You will coordinate with Force Commander and OPNAV staffs on emergent or changing Individual training requirements and prioritize Fleet requirements for insertion into the Fleet and/or OPNAV Programming process.
You will provide RRL Integration Board and Executive Steering Committee product development support
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience or expert knowledge of the Navy's Individual Training processes, programs, and policies.
Experience managing the development of training requirements for both new and existing capabilities in support of overall readiness.
Experience communicating and coordinating directly with Fleet and OPNAV training enterprise stakeholders on current and future Navy individual training requirements, systems, and programs.
Experience utilizing Microsoft Office programs to prepare issue papers, build senior level presentations, capture meeting notes and create other products to facilitate senior manager decisions.
