This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. This is a Supervisory IT Specialist (OS) position located in Fort Belvoir, Virginia.

Duties

Represent administrative and technical specialists who perform unique IT works of exceptional difficulty and responsibility. Technical expertise and supervision to accomplish integration of hardware/software systems. Evaluate new systems engineering technologies and their effect on the operating environment, ensuring information security/information assurance policies, principles, and practices are an integral element of the operating environment. Manage the daily operations through direction of work for IT policy, IT acquisition, IT strategic planning for process improvement of operating systems/architecture/infrastructure Coordinate and interface with DoD, DA and other external Army organizations on strategic planning which affect long-term IT business practice improvements, automation initiatives. Compile data from studies and analyses for mid-to-long-range (3-to 5-year) Information Mission (IM) activities in the areas of Authorization and IA. Plan work to be accomplished by subordinates, setting priorities and scheduling completion. Assign work to subordinates based on priorities, evaluate work, give advice, counsel and/or instruction to subordinates on both work and administrative matters.

Requirements

  • Must be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Must meet position requirements for Practitioner level (N) Engineering and Technical Management Certification within 60 months of entrance on duty.
  • Financial Disclosure Statement OGE Form 450 is required on pre-employment and annually thereafter.
  • 15% Business Travel.

Qualifications

Who May Apply: US Citizens This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the NH-04 broadband with an advertised pay range from the lowest equivalent GS 14 grade Step 1 to the highest equivalent GS 15 grade step 10 in the broadband.This position is covered by a salary control points within the NH-04 broad band and the salary range is from $126,233. to $176,300.. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. To qualify based on your experience, you must have IT-related experience demonstrating each of the four competencies: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND SPECIALIZED EXPERIENCE: In order to qualify for this position based on experience your resume must describe one year of specialized experience equivalent to the NH-03 (GS-13) grade level in the Federal service which includes: 1) Developing identity, credential and access management capabilities that support Zero Trust principles; AND 2) Managing interrelationships of project management; AND 3) Developing emerging technology and IT cloud architectures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03) or GS-13. All Current Federal Employees MUST attach a current SF-50 for consideration. Without a SF-50, your application will be considered incomplete.
