The primary purpose of this position is: To serve as a senior target development analyst authority for US Cyber Command's (USCYBERCOM) Cyber Mission Forces analysis and reporting of foreign computer exploitation capabilities directed against the United States.
Duties
Serves as a multi-source target development analyst working complex collections and operations assignments.
Presents complex target development capabilities to a variety of service, national, and coalition customers.
Conducts complex research, evaluation, collection, dissemination, fusion , and maintenance of target folders utilizing multi-source information from one or more intelligence disciplines to satisfy a broad range of customer requirements.
Plans and directs USCYBERCOM target development operations.
Serves as a functional authority on USCYBERCOM target development issues. Exercises supervisory personnel management responsibilities.
Requirements

- All new DCIPS employees are required to complete a two-year DCIPS trial period
- The incumbent must be able to obtain and maintain a Top Secret/Sensitive Compartmented Information access, complete a counter intelligence polygraph, and meet NSA personnel security requirements as outlined in NSA/CSS Policy 5-1

- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing

- Previous work experience in cyber and/or intelligence operations is highly desired. An advanced intelligence or cyber related professional/scientific degree is desirable but not required
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include Providing knowledge of the full range of intelligence research and collection methods, techniques, and practices and multisource intelligence information systems to capture and report on data in order to develop intelligence capabilities and threat assessments, interpret policy, and commit resources. Applying knowledge of advanced dissemination principles, concepts, and methods to disburse complex information/situations attained from multiple sources. Using a working knowledge of the national intelligence community, Joint Command, DoD structure, organizations, and mission/functions, inter-relationships and operations. Conducting unbiased complex research, identifying appropriate available systems/data sources, and producing collection requirement assessments that answer specific tasks to link and leverage agency capabilities. Working out solutions to problems or questions related to the work, writing clear and concise intelligence products, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes; and quickly assimilating disparate data, rendering knowledgeable and accurate assessments of the implication of such data, and making decisions, estimates, and recommendations under conditions of urgency and pressure. Planning, organizing, and directing the functions and staff of a small to medium sized organization.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the full range of target development research and collection methods, techniques, and practices and multi-source intelligence information systems to capture and report on data in order to develop intelligence capabilities and threat assessments to be included into an electronic database and/or target folder. Interpret policy, and commit resources.
2. Knowledge of advanced dissemination principles, concepts, and methods to disburse complex information/situations attained from multiple sources. Skill in conducting unbiased complex research, identifying appropriate available systems/data sources, and producing collection requirement assessments that answer specific tasks to link and leverage agency capabilities.
3. Knowledge of the national intelligence community, Joint Command, DoD structure, organizations, and mission/functions, inter-relationships and operations and comprehensive knowledge of the NSA/CSS target AOR is required.
4. Skill in communicating effectively with others, both orally and in writing, in working out solutions to problems or questions related to the work, writing clear and concise intelligence products, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes.
5. Ability to maintain control of classified material; quickly assimilate disparate data, render knowledgeable and accurate assessments of the implication of such data; make decisions, estimates, and recommendations under conditions of urgency and pressure based on mature judgment and experience; and present and/or defend a position effectively.
6. Ability to plan, organize, and prioritize work to meet changing deadlines, to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
