This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Provides general and technical advice and assistance relative to defense civilian payroll system support policy, planning and procedures. Frequently required to review, comprehend and interpret a wide range of laws, policies, regulations, directives.
Duties
Maintains and assists in the operation of the DCPS Customer Service Representative function.
Provides payroll liaison activities to over 1600 civilian employees. Serves as an intermediary between the customers (serviced clientele) and the Defense Finance and Accounting Services (DFAS) in Denver, CO.
Provides training and technical assistance to command timekeepers regarding the operations the on-line Defense Civilian Payroll System (DCPS).
Interfaces verbally and on-line with DFAS payroll technicians to resolve payroll issues such as missing time, leave conversion, special pays or miscellaneous inquiries.
Addresses pay problems/issues encountered across management functional lines for the elimination or reduction of similar problems in the future.
Reviews the execution of the automated processes to ensure compliance with established pay laws, regulations and procedures, for a segment of the overall DCPS Program.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- THIS IS A FINANCIAL MANAGEMENT LEVEL 2 Certified position. Incumbent of this position is required to comply with all Department of Defense and Department of the Army, Financial Management Certification Level 2 requirements.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes receiving documents that affect payroll accounts; utilizing automated systems to verify time and attendance documents for accuracy and completeness; and providing customer service to resolve civilian pay problems and inquiries. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Accounting, or Law.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
