As a Program Specialist with the Veterans Benefits Administration, the incumbent is assigned to the Office of the Director and reports to the Assistant Director, who serves as the immediate supervisor. The incumbent is responsible for providing performance management and technical support for the regional office HR program. The incumbent is the key advisor to the Director and the Division Chiefs on all human resources issues and coordinates directly with the HR Center.

Duties

At the GS-09 level, the incumbent will have greater supervision and guidance. The work will be less complex and have limited scope and effect. The employee will work under the guidance of a higher-level specialist. In a developmental capacity, employee assists in the duties, advisement of managing the Employee Engagement and Recognition Programs, and Performance Management. Assist with data reviews and analyzes data results, identifying any data trends and making recommendations for updating or creating new processes and procedures to help increase workflow. Assist in the development and implementation of policies, procedures, and guidelines which institute processes for work to run as effectively and efficiently; implementations may require recommendations for changes. Provides solutions to management on how to improve processing times for recruitment actions. Responsible for time and attendance record keeping of all assigned employees. Performsclassification responsibilities implementing OPM Classification standards and guide to coordinate classification assignments and the classification of individual positions. Compiles statistical reports and uses a variety of automated tools to format reports into management requested format. Input, routes, approve, processes, and tracks Request for Personnel Actions (RPAs) and other personnel actions to completion. Assist Specialist in the performance of Employee Relations (ER) matters in the areas of discipline, adverse actions, grievances, performance management and recognition, employee counseling, and related functions. Work Schedule: Monday to Friday 8:00am to 4:30 pm Virtual: This is not a virtual position Position Description/PD#: Program Specialist, PD#: 39565A Physical Requirements: The work is sedentary. Some work may require walking in offices and similar areas for meetings and to conduct HR work. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. The work does not require any special physical effort. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at the lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/12/2023. Time-in-Grade Requirements: Applicants who are/were federal employees and have held a GS grade at any time in the past 52 weeks must meet the time-in-grade requirements. For a GS-09 position, you must have served at least 52 weeks at the GS-07 level. Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: To support your claim of time in grade, you must submit your most recent appointment, promotion, or within grade increase SF-50 (not an award or general adjustment SF-50). Some applicants may have to submit more than one SF-50 to demonstrate their eligibility. See the required documents section for more information. Applicants must demonstrate that they meet the Minimum Qualification requirements as noted below. Specialized Experience (GS-09): Applicants must have at least one (1) year of specialized experience at least to the next lower grade level (GS-07) in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience performing employee and management advisory services for specific requests requiring research of human resources policies and practices relating to staffing, employee relations, or benefits. ~OR~ Education: Successful completion of a Master's or equivalent graduate degree, two full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related fields of study. (You must provide transcripts); Such education must demonstrate the knowledge, skills and abilities necessary to do the work of the position. ~OR~ Combination: Combination of successfully completed graduate level education (beyond the first year) and specialized experience, as described above, to meet the total requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. For work in the federal service, include the grade level for the position(s). Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
