This position is located within the Office of Community Care at the North Florida/South Georgia Veterans Health System (NF/SG VHS) in Gainesville, Florida. The Program Analyst is responsible for the oversight and execution of the NF/SG VHS Community Care Service Data Section.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11. At the GS-9 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. The major duties include but are not limited to: Serves as the subject matter expert, who builds reports, collects and analyzes data from the Corporate Data Warehouse (CDW); Reviews reports involving trend analyses and ensures follow-up in these areas for conformity; Conducts analytical studies on operational processes, compiles final reports, including comprehensive analyses; notes discrepancies and planned initiatives for effecting remedial actions; Provides input into the design of projects, the structure of information management systems, and recommends appropriate methodologies including applicable statistical analyses, for planned activities that will result in new or improved process solutions; Performs problem resolutions for all workflow systems, which holds clinical data that is processed on a regular basis; Serves as the primary and developer for the overall Workflow Systems and Patient Database Management; Completes daily, weekly, and monthly reports utilizing multiple programs and data sources, including Business information Services Library (BISL) Cubes and reports, Corporate Data Warehouse (CDW), Structured Query Language (SQL), and Power BI; Integrates knowledge of clinical and information processes to achieve successful adoption and application of new technologies to support health care operations and systems; Prepares complex documentation and directs the review of all submissions for conformance with instructions, completeness and authorizations; Produces reports for annual management briefings and meetings; prepares spreadsheets, capturing essential clinical or other administrative trended information for leadership; Consults with quality management and informatics teams to develop and execute complex projects; Performs other duties as assigned. To qualify for this position at the GS-9 level, you must meet one of the following requirements: SPECIALIZED EXPERIENCE: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Program Analyst and that is typically in or related to the work of the position to be filled. Specialized experience includes experience in the improvement of health care quality, efficiency, and effectiveness through the integration of clinical and information processes; comprehensive knowledge in the use of clinical software packages including PowerPoints, graphs, collecting, analyzing data and interpreting the results to prepare narrative summaries. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. ~OR~ SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED): Successfully completed a master's or equivalent graduate degree, or two (2) full years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this Program Analyst. NOTE: our experience must be fully documented in your resume and must include job title, duties, month and year start/end dates AND hours worked per week. ~OR~ SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED): Successful completion of a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree or LL.M., if related, from an accredited college or university. Such education must demonstrate the knowledge, skills and abilities necessary to do the work of the Program Analyst position. Education cannot be credited without documentation. ~OR~ COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED): Equivalent combination of successfully completed graduate level education (beyond the second year) and specialized experience, as described above, which may be used to meet total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills and abilities necessary to do the work of the Program Analyst position and must have been obtained in an accredited college or university.
