You will serve as a PROGRAM ANALYST in the Facilities Engineering & Acquisition Division of NAVAL FACILITIES ENG COMMAND HAWAII.
Duties
You will provide analysis and oversight on contracts and project execution by utilizing various electronic applications to ensure individual contract actions, customer service requests, and supporting records are properly maintained and completed.
You will provide functional support, technical guidance, consultation and staff assistance concerning SPS, FIS and eContracts in support of the FEAD.
You will design and run queries and prepare reports.
You will manage, coordinate and/or prepare travel requests, SF182, and travel orders.
You will prepare metric chars and consolidated Facility Engineering and Acquisition Division (FEAD) reports from submission to FEC Headquarters.
You will coordinate or assist with development, assembly and conduct of FEAD operational and construction seminars, workshops, conferences and meetings.
You will assist in developing narrative justification statements and presentation material for FEAD budget submissions and reprogramming requests.

- You will be required to obtain and maintain a current valid United States driver's license.

- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate the following:
1) Acquisition processing from the planning stage to contract close-out;
2) Using various electronic programs such as: Facilities Information System (FIS), Procurement Desktop Defense (PD2),FACMAN, WIP, COGNOS, and Oracle Financial Analyzer (OFA) databases;
3) Applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature;
4) Applying conventional methods to gather, analyze, and evaluate information concerning management processes;
5) Conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Master's or equivalent graduate degree
OR
2 full years of progressively higher level graduate education leading to such a degree
OR
LL.B. or J.D., if related
