The primary purpose of the position is responsible for planning, managing and directing all technical and administrative activities/issues associated with enrollment, eligibility, health benefits, details, and emergency department admissions.
Duties
Major Duties:
Responsible for planning, managing, and directing all technical and administrative activities/issues associated with enrollment, eligibility, health benefits, beneficiary travel, death details, and emergency department administration as per VA guidance.
Serves as the facility technical expert on issues and advises upper management about significant events, changes and factors related to the functions of the section.
Responsible for planning, directing, coordinating and evaluating all personnel functions.
Responsible for the direction, administration, and supervision of all Beneficiary Travel activities within the VASNHCS.
Responsible for providing training to staff and monitoring of the facility's compliance with the third-party insurance capture for the Medical Care Cost Fund.
Responsible for emergency department administrative functions occurring in the Medical Center and directly supervises the Administrative Officers of the Day (AOD's) who are on duty during these irregular hours. These activities include but are not limited to admissions, death details, transfers, bed availability, etc.
Other duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/13/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

For GS-11
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of applicable laws, rules, and regulations regarding Veteran health care benefits. Knowledge of overall Federal government policies, regulations, and trends in the areas of personnel, budgeting, and management systems, as well as an understanding of the public and private sector trends in health care. Knowledge and understanding of governing budgetary policies, precedent setting decisions, procedures, and regulations to ensure the budget forecasts, estimates and submissions conform to requirements, guidelines, and financial objectives of the Medical Center. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the equal 100% of required time.
For GS-12
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of Joint Commission standards and scoring guidelines. Knowledge of Department of Veterans Affairs (VA) regulations including laws governing VA medical benefits and the overall programs related to the health care delivery system, the Privacy Act (HIPPA), the Freedom of Information Act (FOIA), The Joint Commission (TJC) other investigatory requirements, to provide instant and accurate information for management of employees and patients. Knowledge of personnel management, supply procedures, budgetary requirements, and other fiscal procedures.
