As a Client Planning Manager, you will be providing strategic advice, recommendations and solutions to and/or resolving complex issues for PBS clients, performing two sets of functions - strategic account management and requirements gathering This position is located in General Services Administration, Public Buildings Service of the National Capital Region, Washington D.C. We are currently filling few vacancy, but additional vacancies may be filled as needed.

Duties

Developing, coordinating and leveraging internal and external relationships between the client and GSA to achieve agencies' business objectives. In this capacity the incumbent is responsible for developing and maintaining a strategic organizational relationship with the client at the regional level and acting as an internal regional expert on the client's mission, strategic direction, and workplace needs, performing the following: Proactively develops relationships across the client's national, regional and field organizations, including those in operational and support units and with higher-level management at the national level when appropriate, to strategically position GSA to facilitate accomplishment of the client's mission. Researches and maps the client’s real estate decision making process - is able to identify the client’s critical path, key decision makers and influencers to the process, and the variables customers evaluate in making workplace and portfolio decisions. Gathers, analyzes, and shares client and GSA business intelligence. As a regional expert in client intelligence, conducts research (with the Business Analyst, if applicable) to understand the client's mission and business drivers and assess factors which may impact its regional workplace needs. As part of this process, the incumbent performs the following duties: Gathers and analyzes client information and data (strategic plans, budgets, legislation, structure, stakeholder viewpoints, etc.) to identify client business trends and future outlook. Collects and analyzes information on the client's workplace needs in relation to upcoming occupancy expirations, continuing and changing operational needs, etc. Solicits and analyzes client feedback/ideas and coordinates with GSA and PBS business lines to develop customer service strategies in consideration of current client data (reimbursable work authorization history, client survey scores, etc.). Collaborates horizontally and vertically within PBS to promote complementary regional plans and national account plans. Participates in project reviews and periodic customer meetings. Reviews planning goals and strategies with the client to encourage communication, promotes planning and strengthens the client relationship. Is the expert about the client’s existing regional real estate portfolio, related trends and anticipated changes. Recommends efficiencies, in collaboration with the RCE, across multiple transactions and customer levels, and provides inputs to other PBS employees to improve product delivery and customer experience. Organizes and leads cross-divisional teams to address and resolve customer strategic and tactical requirement issues. Strategically monitors all client agency occupancy assignments for proximity to expiration dates. Leads or assists project team in the early analysis of occupancies through collaboration with asset managers, real estate professionals, work-place specialists and other experts as needed. Informs by an understanding of evolving client mission needs and decision making parameters. The Planning Manager, either individually or as part of the project team, develops proposals and options based on complexity of projects, in an effort to optimize the federal footprint and bring the best value to the taxpayer as a proactive approach to engaging our client.

  • US Citizenship or National (Residents of American Samoa and Swains Island)
  • Meet all eligibility criteria within 30 days of the closing date
  • Meet time-in-grade within 30 days of the closing date, if applicable

Qualifications

For each job on your resume, provide: the exact dates you held  each job (from month/year to month/year) number of hours per week you worked (if part time).     If you have volunteered your service through a National Service program (e.g., Peace Corps, Americorps), we encourage you to apply and include this experience on your resume.For a brief video on creating a Federal resume, click here. The GS-13 salary range starts at $112,015 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience:  1) Leading cross-divisional teams that included strategic planning, operations management, business development, requirements development and service delivery; 2) Communicating with internal and external customers to provide technical information and analysis of strategic and project level requirements; and 3) Technical expertise is required in one or more of the following fields:  real estate, strategic planning, space requirements analysis, construction, financial management, project management, acquisition or organizational development services.
