You will serve as an INVESTIGATIONS SPECIALIST in the Fleet Inspector General Office of COMMANDER US PACIFIC FLEET. Salary Range GS-09: $59,407 - $77,226 per annum GS-11: $71,877 - $93,437 per annum

Duties

You will provide technical advise on specific subject matter and guide the investigation process based on knowledge of investigative standards, techniques, and independent research. You will construct/review investigative reports to ensure that the quality and manner in which the investigation was performed meets all standards and directives as required. You will maintain investigative case files, review and analyze data to determine potential trends, and identify commands where intervention is required. You will conduct investigations of hotline complaints with a focus on Military Whistleblower Reprisal Investigations. You will write comprehensive investigative reports ensuring quality and evidence presented meets standards and directives, and that recommendations for corrective action are appropriate. You will provide oversight for investigations conducted by subordinate Echelons. You will brief highly sensitive issues to the chain of command.

Requirements

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.

Qualifications

GS-09 Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector gathering facts using appropriate investigative techniques by applying laws and standards to determine the proper course of action for hotline complaints, creating investigative plans, interviewing witnesses and/or subjects, and preparing investigative reports. GS-11 Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector applying investigative (e.g., gathering facts using appropriate investigative techniques and analyzing evidence against applicable laws and standards) and evaluative methods and techniques by preparing investigative reports and recommending courses of action regarding combat fraud, waste, and abuse, mismanagement, and reprisal to include Department of Defense Hotline Completion Reports, issuance of Whistleblower Reprisal Notifications, and Whistleblower Reprisal Determinations. Qualifications for the GS-09
Successful completion of a master's or equivalent graduate degree;
- OR -
Successful completion of two full years of progressively higher level graduate education leading to a master's degree;
- OR -

Qualifications for the GS-11
Successful completion of a Ph.D. or equivalent doctoral degree;

Successful completion of an LL.M. degree that is related to the position being filled;
- OR -
A combination of experience and graduate education as described above that equates to one year of experience.
