Duties

WHAT YOU'LL BE DOING DAY TO DAY As a Supervisory Public Health Analyst, you will use your knowledge of and experience to optimize business results and customer experience by: Responsible for the development, coordination, and implementation of its substance abuse treatment or prevention program policies. Directs continuing systematic evaluations of the effectiveness of established policies to determine areas where modifications are indicated. Serves as the Policy Officer for public health programs and interacts on a frequent and recurring basis with the Center for Substance Abuse Treatment (CSAT) and the Center Division Directors to discuss, provide recommendation for, and make determinations on policy issues which impact the agency. Examines legislative and public health policy issues which affect the funding, management, and viability of the nation`s public substance abuse prevention/treatment resources, efforts, and knowledge development, dissemination, and utilization. Assists in the preparation of testimony, briefing materials, and reports to be presented at Congressional hearings and committee meetings. Oversees the development of the Center budget and advises the Center Director and Deputy Director on the most advantageous means of presenting public health programs to the Assistant Secretary for Mental and Substance use, the Department of Health and Human Services, Office of Management Budget, and Congress. Oversees the implementation of the budget throughout the fiscal year, reviewing the budget and reallocating resources to meet programs needs and in forecasting fiscal program requirements. Supervises approximately 10-12 professional and support staff, most of whom are public health analysts/advisors. Plans, assigns, and reviews the work of subordinates. Establishes performance plans, evaluates performance, and recommends personnel actions.

Qualifications

WHAT WE ARE LOOKING FOR Basic Qualifications: Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that you demonstrate specialize experience in each of the following five competencies: 1. Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities. 2. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings. 3. Knowledge of a specialized public health program. 4. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions. 5. Skill in oral and written communication, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials. AND Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-14 grade level in the Federal service performing ALL of the following: 1. Formulating and implementing budgets; 2. Developing Notice of Funding Opportunities (NOFOs) through pre-award, award, and post-award phases; managing contracts and cooperative agreements; 3. Designing and implementing standing operating procedures (SOPs) and policies consistent with the agency's mission and goals; AND 4. Coordinating and responding to legislative and regulatory incoming requests in response to internal and external stakeholders both within and outside the federal government. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
