You will serve as a PROGRAM MANAGER in the Industrial Operations Directorate (SEA 04), Naval Shipyard Operations Department (04X), Shipyard Product Delivery (04X1). of NAVSEA HQ FIELD SUPPORT.
This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15.
Duties
You will lead the divisional efforts in the implementation of procedures for the direct application of shipyard nuclear and non-nuclear resources to ensure completion of all work on schedule and within cost for assigned CVN projects.
You will direct the translation of policies, objectives, and guidance from higher authority into guidance for Shipyards and Shipyard Project Teams headed by Project Superintendents.
You will monitor actual project resource utilization (funding and manning) for effective utilization and compliance with existing baselines.
You will assist with the scheduling, coordination, and execution of management reviews to assist progress or resolve problem areas.
You will assist with the development and management of project teams at Naval Shipyards by developing guidance on balanced workload and resources such as selection of key project management personnel and identification of facilities.
You will provide guidance for the development of reports for information, recommendations or performance standards and evaluations and on the appointments, reassignments, promotions, training, awards and recognition for project team members.
You will be responsible for Project Management planning and scheduling, process improvement, lessons learned, project quality, project engineering, cost and schedule control, safety, work integration and work packaging and control.
You will provide executive leadership for Aircraft Carrier project management operations by recommending Shipyard project management policy where appropriate at the local level.
You will establish policy guidance based on higher echelon guidance, program requirements, and relationships with other organizations and programs.
You will develop current and long-range plans for accomplishing assigned functions, and matters involving CVN maintenance.
You will participate in the development of integrated Project Team Development (IPTD) Program curriculum, assists with annual curriculum reviews and updates, assists with oversight of all phases of IPTD, and teaches IPTD courses.

- This hiring activity, within Naval Sea System Command (NAVSEA) Headquarters, has converted to the Acquisition Demonstration Project (AcqDemo) which is an alternate personnel system.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 (GS-13 equivalent) grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: "managing surface ship repair planning and performance to ensure program requirements are met."
