You will serve as a PROGRAM ANALYST in the NUCLEAR WEAPONS SURETY DIV (SP30), NWS POLICY & COMPLIANCE BRANCH (SP31) of STRATEGIC SYSTEMS PROGRAMS.

Duties

You will serve as the primary point of contact and is a subject matter expert for the DON/SSP Emergency Management (EM) and Continuity of Operations (COOP) Programs. You will analyze and evaluate on a quantitative/qualitative basis the effectiveness of the Navy's EM and COOP Programs for compliance and meeting established goals and objectives with existing policy. You will design, improve, and maintain the SSP Emergency Coordination Center (ECC) to include managing the Code Red notification system, conducting Command Duty Officer training, and coordinating with command IT department to maintain ECC IT systems. You will serve as the secondary point of contact and is a subject matter expert for the DON Nuclear Weapons Accident/Incident (NWAI) Program. You will analyze and evaluate SSP NWAI directives and develops recommendations for command response procedures. You will coordinate with subordinate Emergency Management coordinators on matters concerning EM/COOP/NWAI to include NWAI outreach programs with local, state and federal authorities. You will represent SSP all inter-agency and external agency meetings concerning EM and COOP efforts. You will serve as an inspector on the SSP Nuclear Weapons Technical Inspection team, which includes preparation of detailed reports of NWAI program findings.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

NH-04: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 pay band (GS-13 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing and leading the improvement and effectiveness of command Emergency Management and Nuclear Weapons Accident/Incident (NWAI) Programs. NH-03: Your resume must demonstrate at least one year of specialized experience at or equivalent to the pay band (NH-02) or grade level (GS-11) equivalent in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing and evaluating solutions to resolving issues pertaining to command Emergency Management and Nuclear Weapons Accident/Incident (NWAI) Programs.
